Barcelona residents dealing with housing, urban planning, mobility or municipal services have responsibility divided between deputy mayors Jordi Valls and Laia Bonet under the city government's 2025 restructuring. Housing moved from Bonet's remit to Valls, while Bonet retained urban planning, mobility, climate action and urban services.

Housing transferred to Jordi Valls

Reporting in May 2025 said Mayor Jaume Collboni created a fifth deputy mayor's office, led by Raquel Gil, and redistributed several responsibilities across his executive team.

  • Jordi Valls, the fourth deputy mayor, took over housing while retaining economy, finance, tourism, science and knowledge responsibilities.
  • Laia Bonet, the first deputy mayor, remained responsible for urban planning, mobility, climate action and urban services.
  • Raquel Gil became the fifth deputy mayor, leading social action and economic promotion.

The city government's earlier organisation placed the Barris Plan, the neighbourhoods plan, directly under the mayor's office. It was transferred to Bonet as part of the redistribution, according to reporting by RTVE and ARA.


Bonet and Valls also presented Barcelona Fàcil

Bonet and Valls jointly presented the municipal government's Barcelona Fàcil plan on 24 April 2025 at Barcelona City Hall. The scheme is intended to simplify municipal rules, administrative procedures and licensing.

The official announcement identifies Bonet as first deputy mayor and Valls as fourth deputy mayor, roles they held before the subsequent redistribution of portfolios.
