Barcelona City Council has reappointed David Bondia as the city’s Síndic de Greuges, or ombudsman, following a plenary vote supported by the PSC, Junts, Comuns and ERC, with the PP abstaining.
For Barcelona residents, the office is an independent route for raising complaints concerning the municipal administration. The Sindicatura de Greuges de Barcelona describes the Síndic as the ombudsman for the city’s citizens.
David Bondia has held the role since 6 October 2021, according to the official Sindicatura de Greuges profile.
Citizen process precedes the council appointment
The official ombudsman service says the Full Municipal Council appoints the Síndic after a citizen-support process. Barcelona residents aged over 16 and registered in the city can take part, as can entities listed in the municipal entities register.
Bondia works with a deputy, advisers and technical staff to carry out the office’s duties, the Sindicatura says. Residents seeking information about the ombudsman’s role can consult the official Sindicatura de Greuges page.
Bondia’s human-rights work
Bondia is an associate professor of International Public Law and International Relations at the University of Barcelona. His official profile also lists previous roles including president of the Institute of Human Rights of Catalonia and membership of the Catalan Mechanism for the Prevention of Torture’s working team.
From March 2025, he will chair the Global Alliance of the Local Ombudsperson, known as AGOL, according to the Sindicatura profile.
