Draft Bill Expected by March 2027
The Generalitat de Catalunya plans to present a draft bill regulating screen use among minors by March 2027. The proposal aims to address growing concerns over digital wellbeing and online safety for children and adolescents. Sílvia Paneque, Minister of Territory, Housing and Ecological Transition and official spokesperson for the Generalitat, confirmed the timeline during a press conference following Tuesday’s Executive Council meeting.

Paneque stated, noting that the framework will be developed in coordination with the Spanish Government and European Union digital policy bodies.
Focus on Digital Rights and Protection
The upcoming legislation builds on Catalonia’s Manifesto for the Digital Rights of Children and Adolescents, which outlines safeguards for young internet users. These include protections against excessive screen exposure, algorithmic manipulation, and data exploitation. While specific restrictions have not yet been detailed, the draft is expected to propose age-based access thresholds, parental oversight tools, and platform accountability mechanisms. Public consultation and expert input from health, education, and technology sectors will precede the final proposal. The goal is to balance digital inclusion with protection, particularly for vulnerable age groups. Parents and guardians are advised to monitor current screen habits and engage with school-led digital literacy programmes ahead of potential legal changes.
