Flat Fee Plan for All Municipal Gyms
BComú will present a proposal at the Barcelona municipal plenary session on Friday, 25 September 2026, to cap monthly fees for the city’s 40 municipal sports centres (CEMs) at 40 euros. The measure aims to standardise access across all neighbourhoods, representing an average reduction of 30% compared to the current average fee of 56.26 euros per month. Currently, fees vary significantly between centres due to different management entities. CEM Putxet charges the highest rate at 72.29 euros, while Sant Andreu is the lowest at 34.17 euros. Each entity sets its own price, subject to approval as a public tariff by the city council.
Funding Renovations Through Municipal Budget
To prevent financial strain on managing bodies, BComú proposes that the city council assume responsibility for renovations and improvements using municipal funds. The party estimates this would require an annual budget allocation of between 10 and 12 million euros. "CEMs are a key piece in the practice of sports by citizens in all neighborhoods of the city," BComú stated, underscoring the role of accessible facilities in promoting public health and community engagement.
Expanded Discounts for Vulnerable Groups
The proposal maintains existing discounts and extends eligibility. Elderly users would keep a 30% reduction, children a 40% discount, and people with functional diversity a 35% cut. The 35% youth discount would now apply up to age 25. Families would pay double the adult rate (80 euros) for a general family pass, with single-parent households retaining a 40% reduction on that rate.
