€40 Million Provincial Fund Supports Municipalities
The Diputació de Barcelona, the provincial governing body responsible for coordinating services across Catalonia’s Barcelona province, has approved a new financial aid programme allocating €40 million to local councils outside the city of Barcelona. Of this, €2.4 million will go to five municipalities in the Barcelonès Nord area: Badalona, Santa Coloma de Gramenet, Sant Adrià de Besòs, Montgat, and Tiana. This marks a doubling of the previous budget under the Local Autonomy Programme 5.0, which aims to ensure the continuity and quality of municipal public services following recent investments under the 2024–2027 Cooperation Plan. The funding is designed to stabilise local finances and maintain service effectiveness after municipalities incurred significant operational costs.
Funding Allocations by Municipality
The specific allocations are based on population size, socioeconomic conditions, and municipal characteristics. Badalona will receive the largest share at €1,083,977, followed by Santa Coloma de Gramenet with €828,074 and Sant Adrià de Besòs with €320,870. Smaller towns also benefit: Montgat will receive €118,445 and Tiana €88,297. Each town’s executive council will decide independently how to use the funds across areas such as education, culture, social services, sports, local commerce, or public space improvements.

Two Lines of Investment Focus
The programme establishes two distinct funding lines. The first supports current expenditure, including the maintenance of infrastructure, supply of public services, and promotion of sustainable tourism. The second focuses on capital investment, targeting green infrastructure, sustainable mobility, biodiversity protection, and environmental resilience. A guaranteed minimum allocation ensures all participating municipalities receive sufficient funding regardless of demographic profile.
