Catalonia Urged to Prepare for 2027 Extremes
More than 600 researchers, meteorologists and citizens have signed an open letter warning of heightened risks from extreme weather events in Catalonia during 2027. The letter, published on Monday 19th October 2026 on the Alerta El Niño portal, calls on the Generalitat and local administrations to adopt urgent preventive measures. The initiators cite the potential intensification of the El Niño phenomenon and ongoing global warming as key drivers of increased climate instability. They stress that while precise predictions remain uncertain, preparation is essential. "Uncertainty cannot become an excuse for inaction," the letter states.
Vulnerability in Metropolitan and Rural Areas
The letter highlights Catalonia’s structural vulnerabilities, including dense construction in flood-prone zones and overreliance on transport, electricity, and supply networks. These systems, the signatories warn, could face simultaneous disruption during a major climate event. Among the named signatories are CSIC researcher Antonio Turiel, ICM-CSIC director Elisa Berdalet, ecologist Emili García Berthou from the University of Girona, palaeoclimatologist Isabel Cacho from the University of Barcelona, and CEAB-CSIC researcher Núria Catalán. The initiative also includes students, professionals from non-scientific fields, and private citizens.
- Strategic reserves of food, medicine and essential goods are proposed, particularly for the Barcelona metropolitan area.
- Reinforcement of infrastructure such as power grids, desalination plants, and water treatment facilities is urged.
- Expansion of monitoring systems for rivers and high-risk areas is recommended.
- Year-round strengthening of fire prevention and extinction resources is called for.
Preparing is not alarmism. It is responsibility.
The letter also advocates for improved public information on climate risks and the creation of effective climate shelters.
Food Security and Transport Risks
A key concern is Catalonia’s food dependency. The signatories warn that prolonged transport disruptions due to extreme weather could threaten food security. They call for protection of local agricultural and livestock production and the development of contingency plans to ensure supply during road and rail closures. Specific plans are urged for heatwaves, droughts, floods, and disruptions to water or electricity. These align with findings from the Agència Catalana de l'Aigua, which identifies high risks to energy production from drought and reduced cooling capacity, and to industry from supply chain disruptions.
EU Climate Mission Supports Preparedness
Separately, the EU Mission on Adaptation to Climate Change has backed efforts in Catalonia through a €12.3 million initiative (2023–2027) to strengthen emergency preparedness. This includes digital early warning systems and citizen engagement toolkits, already tested in Terrassa and Blanes, and set to be replicated in over 20 municipalities.
Press Conference Today
The Alerta El Niño campaign is holding an urgent press conference in Barcelona and Valencia on Tuesday 20th October 2026 to amplify its call for institutional readiness. The campaign, linked to the international El Niño Warning movement, aims to pressure governments across Spanish-speaking regions and the Global South to act on climate preparedness. What this means for you: Residents are advised to stay informed through official channels and prepare household emergency kits. The Generalitat has not yet announced new public measures in response to the letter, but the EU-backed digital preparedness tools are expected to roll out locally by 2027.
