## Recommended Policies to Tackle Drought

A report supported by the Generalitat, Ivàlua, and the Col·legi d’Ambientòlegs de Catalunya recommends a combination of mandatory restrictions, tiered water pricing, technological upgrades, and improved monitoring to reduce water consumption across Catalonia. Led by environmental economist Montserrat Termes-Rife, the study reviews evidence from dozens of interventions in domestic, agricultural, and non-residential sectors. It categorises effective measures into four groups: economic instruments, informational tools, direct regulation, and technological incentives.

## Economic and Regulatory Tools

The report identifies tiered water tariffs and temporary drought surcharges as effective economic levers, particularly when thresholds meaningfully target higher consumption. Seasonal pricing and subsidies linked to verified savings are also recommended. In the agricultural sector, volumetric pricing, charging per cubic metre used rather than a flat rate, could reduce water use per hectare by 50% to 56%, especially in furrow irrigation and fodder crops, according to the analysis. Direct regulation, such as restrictions on garden watering and filling swimming pools, is found to be more effective than voluntary measures. Mandatory outdoor watering limits reduce domestic consumption by around 13%, compared to 8.5% under voluntary schemes.

## Domestic Water Use and Smart Technology

The study reviewed 33 studies on domestic consumption. It found that individualising water meters, shifting from communal to per-household metering, can reduce use by 14% to 20%. Smart meters with automated controls are also effective but may increase public complaints if perceived as punitive. Behavioural tools, including personalised usage reports and social comparisons with neighbours, contribute to additional reductions of 1.5% to 6%. Between 2021 and 2024, drought declarations in Catalonia led to overall consumption reductions of 1.5% to 4%, the report notes.

## Agriculture and Rebound Risks

While irrigation modernisation improves efficiency, the study warns of a rebound effect: without pricing or usage rules, farmers may intensify crops or expand irrigated areas, leading to no net reduction in basin-level water extraction. Xavier Gispert, Director General of Irrigation, noted that irrigation boosts agricultural output three to five times. He added that 66% of farmland in Catalonia is rain-fed, and 70,000 hectares have been lost to urbanisation, industry, or renewable energy projects in recent decades.

## Non-Domestic Sectors

In the hotel sector, price increases have little impact because water costs represent less than 4% of operating expenses. However, internal efficiency measures, such as water reuse systems and equipment upgrades, can reduce consumption by 15.4%. Guest awareness campaigns are also effective, the report suggests.

## Regional Strategies Needed

The report stresses that water-saving strategies must be tailored to regional realities. In internal basins, where urban demand dominates, different approaches are needed compared to the Ebro basin, where agriculture is the primary user. Agriculture accounts for 95% of water use in the Catalan Ebro basins and 35% in internal basins, equating to roughly 65% of total water consumption in Catalonia. Domestic use accounts for 44% in internal basins and less than 5% in Ebro basins. The study concludes that awareness campaigns alone are insufficient without accompanying restrictions, economic incentives, and monitoring.

> A combined strategy that includes pricing, regulation, technology, and education is essential for sustainable water use in the long term.
