## Annual Waste Tax Hike Above Inflation

The average waste tax in Spain has risen by 6.4% in 2026, according to the 'Waste Taxes in Spain 2026' report by Fundació ENT, published on Tuesday 20th October 2026\. This increase keeps the levy above the Consumer Price Index (CPI), bringing the average annual household bill to €119.62\. The rise follows a 20% increase in 2025, the largest in a decade, driven by Law 7/2022 on waste and contaminated soils for a circular economy. The law mandates that municipal waste taxes must cover the full cost of collection and treatment services.

## Wide Regional Disparities in Charges

Charges vary significantly across cities. Households in Soria pay the lowest amount at €47.31 per year, while those in València face the highest at €292.48\. Girona residents pay €224.56 and San Sebastián €215.53\. In Barcelona, the average domestic waste tax is €136.68, compared to €151.63 in Madrid. The difference between two provincial capitals can exceed €200 annually, reflecting divergent local fiscal policies and treatment costs.

> It is reasonable to assume that taxes will continue to rise in the coming years, given that municipalities still do not cover the full costs of the services.

Dr Ignasi Puig, director of the Fundació ENT and environmental scientist, noted that many municipalities have been slow to update their fiscal ordinances to comply with legal requirements. He also highlighted that election cycles influence tax decisions, suggesting the 2027 municipal elections may temper increases next year.

### Cost Differences Explain Regional Variation

Puig explained that lower treatment costs in regions like Castilla y León contribute to lower taxes. Final waste treatment costs there are less than half those in Catalunya and the Basque Country. However, he noted a correlation between low costs and weaker recycling performance.

## 'Pay-as-You-Throw' Systems Gain Ground

The report finds growing use of environmental incentives in tax design. Around 10.5% of the 134 municipalities studied apply 'pay-as-you-throw' schemes, mostly through bonuses for organic waste contributions. Benefits for composting, waste separation, and use of recycling centres are increasingly common. The Metropolitan Area of Barcelona (AMB) supports smart bins and door-to-door collection as essential to breaking through current recycling plateaus.

### Legal Challenges Continue

The tax has faced legal challenges. High Courts in Madrid, Castilla y León, and the Valencian Community have annulled ordinances in Madrid, León, and Elche. Madrid’s case will proceed to the Supreme Court after appeals were admitted. In contrast, the Catalan High Court of Justice has upheld municipal regulations, dismissing appeals against the ordinances of Girona and El Prat de Llobregat. A February 2026 ruling confirmed the legality of Girona’s tax structure.
