Securitas Seguridad España has been excluded from the bidding process after scoring 22.25 points in the technical assessment, below the required 24.5-point threshold. The technical committee noted that Securitas’s proposal included irrelevant references to solar installations and another company’s protocols, and omitted a required render of the new data processing centre.

The project involves installing 615 cameras by 2032: 488 for public safety and 127 for traffic monitoring. It also includes creating an intelligent control centre for the municipal police force, the Guardia Urbana, to manage video feeds and urban analytics.

## Financial and Technical Scores

- Indra scored 47.5 out of 49 in the technical evaluation and submitted a financial bid of €21.1 million.
- Telefónica scored 36.5 points technically and offered €14.9 million.
- A discrepancy of €28,500 in Indra’s bid documentation was resolved in favour of the itemised total, as per contract rules.
