# Torre Baró Landslides: Neighbours Clear Mud After Storm

## Neighbours Act as Landslides Block Streets

In the aftermath of an intense storm that struck Catalonia over the weekend, residents of Torre Baró, a mountain neighbourhood in the Nou Barris district of Barcelona, have been left clearing mud and debris from their streets and homes. The downpour triggered multiple landslides, blocking access to homes and submerging roadways. Antonio Molero, 90, who has lived in the area for 65 years, said he had never seen rain fall so heavily: "What rained in those 15 days fell not in one night, but in one hour." On Carreras passage, where steep terrain meets self-built homes, a thick layer of mud remains. The street has not reopened to traffic since Friday, when the deluge washed away earth and flooded entrances. Pepi González, another resident, described waking to a roaring sound in the early hours of Sunday. She and around 15 to 20 neighbours gathered shovels, scrapers, and their hands to carve a narrow path through the sludge. "We were trapped," she said. "We made a small path so that, at least, the water could flow and we could go down to buy bread."

## Council Response and Criticism

The Barcelona City Council says its teams have been mobilised since the start of the weather alert, sending over 70 intervention workers since Sunday. Six brigades operated on the ground on Tuesday, equipped with a backhoe and a truck. The council expects cleaning teams to more than double on Wednesday through emergency contracting. About 20 landslide sites have been identified in Torre Baró, and around 30 across Nou Barris, with some described as "of considerable magnitude" by district officials. Despite this, the Torre Baró Neighborhood Association criticises the delayed response. Valeria Ortiz, the association's president, said municipal teams were not seen until Monday afternoon. "A neighbour from upstairs asked his company for a backhoe and cleaned it himself, until it rained again on Monday and it was the same again," she explained. Residents report water still seeping through walls, with the mountain terrain destabilised and drainage desperate.

Toni Ruiz, a lifelong resident, pointed to long-standing warnings about the need for sidewalks, retaining nets, and street maintenance. In July, residents had requested milling of streets to prevent water ingress, now a reality in many homes. On Llerona street, two sections were undermined by rain, threatening a potential collapse.

## Self-Built Defences and Ongoing Risks

Antonio Cañas, 69, built a brick dike in front of his home to protect against floods, a measure inspired by the community's history of self-reliance. "When it comes down the street, it looks like a waterfall," he said. He and his son bailed out six buckets of water during the storm. His home, originally built overnight to evade demolition, now faces new threats from climate extremes. At a block of council-subsidised housing occupied since 2023, a slope collapsed in front of the entrance. Firefighters recommended pruning, cleaning, and building a retaining wall. However, Ángela Barriuso, a resident, said only the entrance had been cleared. The Municipal Housing Institute has not sent a cleaning service or provided updates on long-term solutions. Dust still rises from dried mud in lower Torre Baró as buses pass. Residents fear further rain will undo any progress. The Generalitat is considering declaring affected areas a catastrophe zone, and an initial aid package of €75 million is expected to be approved on Tuesday.

## City Council Opens Proceedings Against Endesa

Meanwhile, the Barcelona City Council has launched an informational proceeding against Endesa over power outages that affected over 5,000 people at their peak. As of Tuesday, around 2,500 subscribers remained without electricity, some for up to 48 hours. Two-thirds of affected users are in Nou Barris, Horta-Guinardó, Les Corts, and Gràcia. First deputy mayor Laia Bonet said the council is demanding a swift resolution and full transparency. The proceeding could lead to sanctions if a lack of diligence is proven. Residents in La Prosperitat regained power after up to 62 hours without electricity.
