## 8,000 Young People Out of Education and Work

In the Samontà area of L'Hospitalet de Llobregat, around 8,000 young people aged 16 to 29 are neither studying nor working, according to a diagnosis reported by El Periódico Barcelona and El Comentario Digital. This group makes up roughly a third of residents in this age range across the neighbourhoods of Pubilla Cases, la Florida, les Planes, Collblanc, and la Torrassa, and accounts for 70% of all inactive youth in the city. The early school leaving rate in Samontà stands at approximately 39%, six percentage points above the municipal average, with one source citing a figure of 38.86%. The three organisations involved stress that behind each interrupted educational path are complex personal and structural barriers requiring tailored support.

## New Project Aims for Personalised Support

The initiative, named SamontàJove, is led by three long-standing social organisations: Associació Educativa Itaca, which has worked in Torrassa and Collblanc for over 50 years; Associació per la Joventut, Adolescents i projectes per la Infància (JAPI), focused on la Florida; and Asociación Educativa Meritxell Adán (AEMA), based in Pubilla Cases. Felipe Campos, president of Itaca, said the goal is to develop a joint framework programme that puts a human face to the statistics. "We are institutions with an accredited track record, working at street level, and therefore, we are already developing youth guidance and support programmes," he said.

The project will prioritise flexible, individualised responses that help young people return to education, build skills, and access employment. The organisations plan to establish a steering committee with L’Hospitalet City Council and the Generalitat de Catalunya to pool resources, including infrastructure, over the coming months.

### Link to Broader Urban Regeneration

The SamontàJove project forms part of a wider effort to revitalise the northern area of L'Hospitalet, one of the most densely populated zones in Europe. The local government’s Samontà Plan aims to secure €350 million over the next decade to address social, urban, economic, and security challenges comprehensively. Recent demographic shifts have intensified the pressure. Municipal data indicate the area gained 12,000 new residents between the start of the pandemic and 2025, with 43.8% arriving from abroad and nearly 30% relocating from Barcelona due to high housing costs. Many of these newcomers face barriers to education and employment. Toni Martínez, director of AEMA, noted that while the figure of 8,000 inactive youth is concerning, it must be understood in the context of the area’s high population density. Organisations are already running programmes like JAPI’s Avança+ Tasta Oficis, which helps participants gain language and digital skills and explore trades such as gardening and photography. The three associations aim to finalise a detailed diagnosis and roadmap during the first quarter of 2027.
