## Government Secures Budget Passage with PSC Abstention

The Terrassa City Council will vote on its 2027 budget this Tuesday 3rd November, following an agreement that secures the abstention of the PSC (Socialist Party of Catalonia). The budget, amounting to 283.6 million euros in ordinary spending, will be approved alongside fiscal ordinances that freeze local taxes and fees during an extraordinary plenary session starting at 8 a.m. Mayor Jordi Ballart, representing the governing coalition of Tot per Terrassa and Junts, presented the final proposal on Monday morning. By that afternoon, the PSC confirmed its decision to abstain in exchange for a series of commitments on housing, security, cleaning, and public space improvements.

> “Saying no to everything is useless, saying no to everything improves no one's life,”

said Javi García, deputy spokesperson for the PSC, who stressed that a supportive vote “was never on the table” because “this budget is not the PSC's budget.” He added that 2027 could be “a year of change,” referencing the upcoming municipal elections in May.

## Increased Funding for Housing, Security and Public Space

The agreement between the government and the PSC includes specific financial upgrades. The allocation for purchasing public housing rises from 800,000 to 900,000 euros, up from 300,000 euros in 2025\. An additional 100,000 euros will go toward housing accessibility grants, particularly for elevator installations, bringing the total to 290,000 euros. García stated this would cover 40% of unmet demand from the last funding round. The council will also begin developing around 25 municipal housing units on Rambla de Sant Nebridi, resume sheltered housing in Sant Pere Nord, subsidise 95% of the IBI (local property tax) for homes in the public rental pool, and strengthen the building permit service. The government has also agreed to halt the sale of two Foment-owned plots in the former Fupar site, a key PSC condition. In security, the number of new municipal police officer positions increases from 15 to 20, with five new corporal roles, and 25 video surveillance cameras will be installed across neighbourhoods. The deal includes three electric cleaning vehicles for Eco-equip, doubles graffiti removal funding to 100,000 euros, funds 700 new trees, and restarts the provisional parking project in Can Palet.

- Housing purchase fund: 900,000 euros
- Accessibility grants: 290,000 euros
- New police hires: 20 officers, 5 corporals
- Surveillance cameras: 25 new units
- Graffiti removal: 100,000 euros
- Trees planted: 700

## Record Budget Driven by Mandatory Costs

The ordinary budget rises by 17.8 million euros compared to 2026\. Including investments, the total municipal budget reaches 294.3 million euros, while the consolidated figure, including municipal companies, hits 367 million euros. Deputy Mayor for General Services and Open Government Laura Rivas called it “the highest budget in the history of the Terrassa City Council,” but noted much of the increase is not discretionary. The state agreement for public employment improvement accounts for 6.9 million euros in additional personnel costs at the council and 1.7 million at municipal companies. Own revenues amount to 152.2 million euros (53.68% of the total), with the remainder coming from other administrations, primarily the Spanish state. Territory and Housing receives the largest allocation at 109.9 million euros, nearly 40% of the total. Deputy Mayor for Economic Promotion and Education Meritxell Lluís (Junts) highlighted that the ordinary education budget exceeds 30 million euros for the first time, arguing that “the best social policy is the generation of economic activity.” Investments total 11.5 million euros, slightly down from 2026 due to the absence of funding for the Can Parellada neighbourhood plan this year. Key 2027 projects include the urbanisation plan for the Sant Roc gateway, improvements to Martí Colomer stadium, covering the sports court at Les Arenes, water features in Parc de la República, a new free-roaming dog area in Parc del Nord, and planning for the fairground, Vapor Ros, Vapor Lila, and a future Municipal Police station. Around 800,000 euros are allocated to the sewage network and 612,705 euros to accessibility, including new accessible intersections and an inclusive play area in Plaça de Mas Isarn. The fiscal ordinances not only freeze taxation but also abolish deposits for domestic water contracts, introduce a municipal surcharge on the tourist stay tax, and apply an IBI surcharge to tourist-use housing, effective from 2028\. The plenary will also definitively approve the Local Housing Plan.

## ERC Proposals Deemed 'Maximalist' by Government

ERC, which has demanded 3 million euros for housing, submitted its own amendments. Mayor Ballart explained the government prioritised the PSC due to their prior cooperation, to avoid “taking steps backward” on existing agreements. He described ERC’s proposals as “very maximalist,” particularly over the Sant Roc gateway car park, but said the government remains open to incorporating ERC amendments without breaking the PSC agreement. The PSC shares the “spirit” of ERC’s proposals but García questioned their financial basis, noting they rely on “an alleged increase in revenue from fines” with no clear criteria. “We don’t know where this comes from,” he said.
