The move followed technological changes that reduced the space needed for telephone exchanges, freeing up buildings for alternative uses. As of Friday 02 October 2026, four of the nine sites have been sold by Telefónica, while two others are on the market. Three remain active as part of the company’s fibre-optic telecommunications network and have been modernised accordingly. Despite the original plan, no building included in the agreement, totaling 38,816.70 square metres of floor space, has been turned into a library, gym, civic centre, residence or other public facility. --- ## Neighbourhoods demand action The Federation of Neighborhood Associations of Barcelona (FAVB) is urging the conversion of remaining buildings for public benefit. "There are neighborhoods with a significant lack of facilities," said Albert Recio, a FAVB collaborator. In La Prosperitat, residents have renewed calls to repurpose the 3,565-square-metre Boada street building, originally an exchange from 1964\. After seeing it emptied this summer, the local association plans to submit a joint proposal with the Primary Care Centre (CAP) and social services to house expanded health consultations, paediatrics and reception offices. "They have a lack of spaces that has concerned us for a long time," said Meri López, president of the Prosperitat Neighborhood Association. "The building is a giant in the middle of the neighborhood, there is a need, and we are at a point of collapse in Barcelona for finding space for facilities." > Even if it wasn't achieved with the agreement, we have always asked for council action where there is a lack of facilities. The four sold buildings were outdated copper-exchange sites decommissioned between 2024 and 2025\. Their future use now depends on private owners. One sale, on Bordeus street in Les Corts, was completed in 2022\. Two other sites are currently up for sale at market prices, open to both public and private buyers, though their identities and valuations have not been disclosed. --- ## Council says obligations met City officials state they fulfilled their commitments under the 2005 agreement “a long time ago.” The deal also covered the rezoning of Telefónica’s former headquarters, the Estel building on Avinguda Roma, which now hosts an office complex. Recio suggests the council could negotiate purchases at reasonable rates: "A negotiation could be made to sell the buildings to the council at a reasonable price." The municipal government is not commenting on this possibility. The nine locations span eight districts: Ciutat Vella (Mercaders, 26); Eixample (Gran Via de les Corts Catalanes, 393 and Marquès de Campo Sagrado, 22); Gràcia (Ca l’Alegre de Dalt, 36-38); Horta-Guinardó (Passeig Maragall, 397-403); Les Corts (Bordeus, 16-20); Sant Martí (Sant Antoni Maria Claret, 250); Sant Andreu (Cinca, 39-47); and Nou Barris (Boada, 2-10).
