The organisation is calling on parliamentary groups to secure cross-party support now, before electioneering complicates negotiations. --- ## Complex Tramitación Already Underway The future law regulates passenger transport in vehicles with up to nine seats, aiming to establish clearer coexistence between taxis and VTCs (vehicles for hire with driver). The union also notes that if Catalan elections were to trigger a dissolution of Parliament before final approval, the entire legislative procedure would expire and require restarting from scratch. --- ## Demand for Market Safeguards Among its key proposals, Élite Taxi demands that no single platform or operator control more than 25% of taxi services in a given territory, whether through direct ownership of licences or via pricing and booking mechanisms. The aim is to prevent monopolisation by large operators. Other demands include: - Mandatory professional credentials for VTC drivers - B1-level proficiency in Catalan and Spanish languages - Publicly set fares with a ban on dynamic pricing - A "black box" system for remote monitoring of taxis, VTCs and interurban services - A sanctions regime allowing licence revocation for repeated serious violations The union also calls for formal regulation of High-Capacity Vehicles (VTC-HC), proposing temporary authorisations for 1,500 taxis in the Barcelona Metropolitan Area, another 500 across the rest of Catalonia, and around 1,700 VTC-HC units. > We cannot control the electoral calendar, but we can continue working and pressing for this law to move forward. ### Fear of Shift in State-Level Policy Élite Taxi warns that a right-wing victory in the November elections could lead to a national government favouring greater liberalisation of ride-hailing platforms.
