The consolidated general budget totals €185.72 million, covering the City Council, the Music Patronage, and municipal companies. For the City Council alone, the projected 2027 budget is close to €170 million, a 7.89% increase from 2026\. This rise is driven by an 11% increase in State contributions through municipal participation in state taxes, and higher funding from the Generalitat de Catalunya for social services. --- ## Increased funding for key services Street cleaning and waste collection will receive €19.71 million in 2027, a 7.7% increase from the previous year. Public space maintenance funding will rise by 14.1%. The Local Police will expand by eight new positions. Social services and social promotion will be allocated €24.24 million, up 3.38%, while the Home Care Service budget will grow by 15.7% to €5.83 million. It introduces a new 20% reduction in the waste tax for individuals living alone in their habitual residence who meet income criteria. Existing discounts for specific behaviours are retained, keeping Santa Coloma among the Barcelona Metropolitan Area municipalities with the most waste tax reduction options. For eligible households, combined discounts could reach up to 40%. > The new measures aim to reduce economic barriers and support vulnerable residents in maintaining independent living. ### Home care costs to fall significantly The proposal includes a 34% reduction in maximum prices for the Home Care Service, streamlining economic tiers from 22 to 9 and incorporating an exemption for situations of vulnerability. The home-delivered meal service fee will drop from €4.30 to €3.95 per meal. For home help services, the maximum hourly rate for family worker, geriatric assistant, and socio-health care technician roles will fall from €17.39 to €11.45\. The home assistant service rate will decrease from €15.28 to €10.05 per hour. Telecare service pricing will also be reviewed, with differentiated rates based on service intensity and user type. ### Support for local businesses and new public housing The 30% reduction in fees for bars and restaurants using public space for terraces will continue in 2027 to support local commerce. The plenary also approved an agreement with the Catalan Housing Agency (AHC) to develop 38 publicly protected rental homes on a 513 m² plot at Carrer de Sant Just, 16\.
