## City prepares for climate-driven floods

Sant Cugat is developing a comprehensive action plan to adapt to climate change and reduce the risk of flooding, with implementation set for 2027–2035\. The initiative follows severe storms between 29th September and 6th October 2026, which brought over 260 litres per square metre of rain, more than 40% of the city’s average annual rainfall, and triggered more than 250 reported incidents. The most serious damage occurred on Carrer de Sant Jordi and surrounding areas, where flooding affected shops, ground-floor homes, and parking lots. Landslides and wall collapses were reported in La Floresta, Les Planes, and Sol i Aire. Mayor Josep Maria Vallès stated that the climate emergency requires the city to adapt to conditions "we never imagined." Over 100 municipal workers, including Local Police, Civil Protection, public works, and Social Services, responded during the crisis, entering private properties to remove water, mud, and debris.

> "We have gone much further," said Mayor Vallès, referring to the council’s emergency response.

## Five-point strategy to manage water flow

The draft plan, still in the diagnostic phase, is being developed across municipal technical departments and focuses on five key areas: risk knowledge and diagnosis, river restoration, modernisation of drainage and sewage systems, urban adaptation through sustainable urban drainage systems (SUDS), and improved risk governance. Among the proposed measures are enhanced mapping of flood-prone zones, digitising stream and sewer networks with monitoring sensors, constructing retention basins and flood control ponds, restoring the hydraulic capacity of watercourses, and installing early warning systems. Deputy Mayor for Urban Management, Mobility, and Climate Change Cristina Paraira stressed the importance of updating the city’s understanding of its waterways and vulnerable areas. "The goal is to have this diagnosis updated with the reality of the municipality today," she said. A central priority is retaining rainwater and reducing its force as it flows through ravines and streams. The council will study river basins across the city to determine necessary interventions.

## Over €1 million in emergency repairs

Recovery efforts are ongoing, with approximately €1.08 million allocated for urgent repairs. The largest portion, €700,000, will go toward repairing roads and slopes in La Floresta, Les Planes, and Sol i Aire, including specific locations such as Carrer de l’Aïllant, Avinguda de Pere Planes, Passeig del Torrent, and Carrer de la Font Rica. Additional projects include:

- €150,000 for repairs to the underground stream conduit and pavement on Carrer de la Font de la Mata
- €100,000 for wastewater collector repairs near Carrer de la Vimetera
- €100,000 for similar work on Carrers de Vallvidrera and Casalot

An emergency contract has also been awarded to rent heavy machinery for removing landslide debris and repairing damaged roads. The council plans to expand its stream maintenance contract to include vegetation, waste, and sediment removal, as well as slope and hydraulic retention work.

## Support for residents and funding requests

Social Services have assisted 13 affected family units, three of which required temporary housing and two received psychological support. As of the latest report, three families remained in temporary accommodation. The council has opened citizen service points to handle incident reports and provide support. So far, 139 incidents have been logged, with 31 receiving legal guidance and 12 referred to the Municipal Consumer Information Office. Sant Cugat has formally requested that the Spanish government declare it a zone seriously affected by a civil protection emergency, a status that would unlock financial aid for individuals, businesses, and infrastructure. The city has also requested €415,000 from the Barcelona Provincial Council and plans to seek an additional €700,000\. By the end of 2026, a new contract for roof maintenance and safety line installation will be rolled out across 20 educational facilities at an annual cost of approximately €120,000\. The scheme may be extended to other municipal buildings in 2027.
