# Romero urges Junts to amend Catalonia funding plan

Alícia Romero, the Generalitat's Economy and Finance Minister, has urged Junts to seek amendments to Spain's proposed regional funding model during its passage through the Congress, rather than block it in pursuit of a separate economic agreement for Catalonia.

For Catalan residents, the proposal matters because Romero says it would add €4.7 billion to the Generalitat's available resources. She has said the Spanish government aims to put the reform to a vote before the end of 2026, with entry into force planned for 2027.

Speaking to Catalunya Ràdio on Saturday 5 September, Romero said the proposed economic agreement sought by Junts did not have sufficient support in the Congress. She called on the party to negotiate changes to the new model instead.

“We have a window of opportunity that has not existed in the past 14 years. Therefore, I think we all have to be responsible,” Romero said.

## Possible changes during parliamentary process

Romero said the Spanish government would need to offer Junts something if it wanted to bring the party into a consensus on the funding model. She identified the cost of living in Catalonia and the collection of personal income tax, known in Spain as IRPF, as potential subjects for negotiation.

She described the proposal as a reformed, fairer and more equal funding model that preserves ordinal ranking, meaning regions' relative fiscal position would be maintained after redistribution.

The Fiscal and Financial Policy Council, the body bringing together Spain's central and regional governments on fiscal matters, approved the model at its first vote with support from Catalonia, the Canary Islands and the Spanish government. ARA reported that autonomous communities governed by both the PP and PSOE voted against it.
