# Rodalies R1 Transfer Talks Set for October

## October Meeting to Finalise R1 Handover

Sílvia Paneque, Catalonia's Minister for Territory, Housing and Ecological Transition and spokesperson for the Generalitat, has confirmed that a bilateral commission meeting with the Spanish government will take place in October to discuss the transfer of the Rodalies R1 line to regional control. "We expect it will not go beyond this month of October. I cannot specify the exact date, but indeed we foresee this meeting happening this autumn to certify or agree on the transfer of the R1," Paneque stated on 25 August 2026\. The talks will follow the establishment of the joint state-Generalitat company Rodalies de Catalunya, which is set to manage the transferred rail lines, and the completion of an inventory of assets to be handed over.

## Progress Toward Full Transfer

The transfer of the R1, the Maresme coastal commuter line, is part of a broader effort to bring all Rodalies services under Catalan management, a long-standing regional demand. According to the Generalitat, technical and administrative work is already underway for the sections used by lines R1, R2 and R3\. This includes drafting studies and projects to identify infrastructure to be transferred, necessary investments, and a detailed inventory of installations. Agreements with entities such as Adif, Spain’s rail infrastructure manager, are also being prepared to ensure service continuity and safety.

Paneque said in a previous statement published on govern.cat, adding that the new model is being designed from scratch with legal, labour and social safeguards. The Generalitat’s public agency Ifercat, responsible for railway infrastructure under the Department of Territory, is leading the technical work. It currently manages the construction of Barcelona’s metro line 9.

### Mobility Issues During August Eclipse

Paneque also addressed criticism over transport disruptions on Rodalies during the total solar eclipse on 12 August 2026\. She acknowledged "some deficiencies," including overcrowding at stations such as Tarragona and Altafulla, and shortcomings in passenger information. However, she dismissed calls from the Comuns party to dismiss Secretary of Mobility and Infrastructure Manel Nadal over the incidents. "I maintain absolute confidence in Mr Nadal, not only because he is a key figure, but because much of the responsibility for mobility coordination falls within his office," she said.
