Papiol, located on Passatge de la Salut, continue unabated. Despite a mayoral decree issued on 18th June 2026 ordering the cessation of activities beyond its 1990 license, locals say noise, truck traffic, and extended operating hours persist. Carles Masnou, a resident of Carrer de les Sardanes and spokesperson for affected neighbours, stated that machinery noise from washing machines, spin dryers, tumble dryers, air extractors, and a generator set is audible day and night. "It's continuous noise all day long, whether you're in the garden or at home," he said. Juan Alemán, a resident of Carrer Dalmau, described low-frequency noise penetrating walls, disrupting rest. "It's like having the washing machine on all day," he said. ## Expansion Beyond Original Licence F. Papiol holds a 1990 municipal licence for carpet washing with a maximum power of 16.19 kW. Until 2024, operations were limited to this scope. That year, the company notified the Ajuntament of a "non-substantial" modification to include industrial laundry services with a declared annual capacity of 250 tons and increased installed power to 160 kW. The expansion led to services for institutions such as Parc Sanitari Pere Virgili. Residents attribute the rise in disturbances to this change. According to a letter published on totsantcugat.cat on 2nd September 2026, trucks arrive as early as 4:00 or 5:00 AM to deliver soiled linens from hospitals and care homes, with machinery noise continuing throughout the day. > We are not asking for closure, we are asking for relocation, said Masnou, stressing that the demand is not to shut down the business but to move industrial activity to a suitable industrial estate. ## City Council Resolution Lacks Enforcement Deadline Following complaints, the City Council initiated proceedings in March 2026\. On 18th June, Mayoral Decree 3064/2026 dismissed the company's arguments and ordered the cessation of unauthorised activities. However, the decree does not specify a compliance deadline and allows the company to submit a temporary cessation programme for approval by municipal technical services. Residents say they have seen no meaningful reduction in activity. "Instead of complying with the mayoral decree, they have increased their operating hours," Masnou claimed. Alemán added, "The response has been slow." Affected residents are calling for the Ajuntament to set clear deadlines and conduct new inspections, including measuring noise levels inside homes and during early morning hours. --- ## What This Means for Residents Residents of Carrer de les Sardanes, Carrer Dalmau, Camí de la Capella, and especially Passatge de la Salut are most affected by noise and truck traffic. The issue impacts quality of life, with activity reportedly running from 5:30 or 6:00 AM until 10:00 or 11:00 PM, seven days a week. The company, Catifes F.
