**Update, 2nd November 2026:** The year-on-year decline in seasonal rental contracts reached 40.5%, with 963 fewer contracts recorded between April and June 2026 compared to the same period in 2025, according to [NacióDigital](https://naciodigital.cat/societat/els-lloguers-de-temporada-senfonsen-a-catalunya.html?ref=barna.news). The outlet reported that 45 sanction proceedings have been resolved, proposing fines totalling €1.3 million, averaging nearly €29,000 each, with some penalties reaching €600,000\. These cases primarily target large property owners.

## Rent Growth Contained Since 2024 Caps

The average monthly rent in Catalonia stood at €877.81 in the second quarter of 2026, according to data published by the Generalitat de Catalunya on Monday 2nd November. This represents a 1.02% increase from the pre-regulation average of €868.91 in early 2024, when rent controls were introduced. The figures are based on lease deposits registered with the Institut Català del Sòl (Incasòl), the regional housing agency.

## Sharp Divergence Between Regulated and Unregulated Areas

In municipalities designated as housing stress zones, where price caps apply, rents rose by just 0.7%. In Barcelona city, rents have fallen by 4.4% since early 2024 and now average €1,140.89\. In contrast, areas without regulation saw average rents surge by 11%, highlighting the impact of the containment measures.

> We observe containment in stressed areas and, conversely, we see that municipalities not in these areas are registering a very significant increase. Therefore, rent regulation, the price cap, and the application of the housing law are working as planned,

said Sílvia Paneque, Minister of Territory, Housing, and Ecological Transition.

## Seasonal and Room Rentals Now Under Scrutiny

The number of seasonal rental contracts has dropped by 40% year-on-year, with 963 fewer such contracts recorded between April and June 2026 compared to the same period in 2025\. This follows the introduction of specific regulation in early 2026 to prevent abuse of temporary leases as a way to bypass rent caps. Paneque confirmed that room rentals are now also subject to the same cap: the total rent collected from individual rooms in a property must not exceed the legal limit for a full-family rental. The government has not yet published data on compliance but expects similar containment effects.

## Enforcement Grows with 600 Inspections Completed

Since the creation of a dedicated enforcement body in August 2026, around 600 inspections have been carried out across Catalonia. The Generalitat currently employs 50 inspectors, with plans to double that number. So far, 45 legal proceedings have been opened, potentially leading to €1.3 million in fines, primarily targeting large-scale landlords who operate hundreds of room-rental units. The data also shows that the total number of active rental contracts in Catalonia has reached a historic high of approximately 850,000, an increase of 23,506 since the start of 2024\. However, the rate of new contracts has slowed, which the government attributes to lower tenant turnover and more lease renewals.
