## Call to Action on Anniversary of 2017 DUI

On Tuesday 27 October 2026, the ninth anniversary of the unilateral declaration of independence (DUI) approved by the Catalan Parliament in 2017, former President of the Generalitat Carles Puigdemont has urged the pro-independence movement to capitalise on ongoing political crises in Spain. Puigdemont, leader of the Junts party, made the remarks in a post on X, reiterating his view that despite fragmentation within the independence movement, Spain's deepening political divisions present an opportunity. He argued that "extreme division" and growing confrontation between political blocs should be exploited to advance Catalonia's secessionist objectives. "Even in the most difficult times for the movement, Spain generates crises that we should be prepared to take advantage of," Puigdemont wrote.

## Contradicting Narrative of Political Normalisation

His statements stand in stark contrast to the official position of both the Spanish and Catalan governments. Prime Minister Pedro Sánchez and Catalan President Salvador Illa have consistently framed the recent amnesty law as a step toward reconciliation, institutional normality, and improved coexistence in Catalonia. According to a statement by Sánchez published on 27 October 2026, the amnesty is a measure designed to strengthen social cohesion and territorial unity, not to benefit any single political party. He reaffirmed that the Constitutional Court's endorsement of the amnesty law validates its role in promoting reconciliation. "What is important is the message of coexistence among Catalans," Sánchez said, describing Catalonia as "a very important part of our country."

### Amnesty Not Seen as Endpoint by Independence Leaders

Despite the amnesty's passage, several independence figures, including beneficiaries, have made clear that their political goals remain unchanged. Former Junts deputy Lluís Puig, among those granted amnesty, stated upon returning to Catalonia that he would repeat the actions that led to his prosecution. Puigdemont echoed this sentiment, stressing that political and social unity, along with control of institutions, are prerequisites for resuming the path to independence. "Without political and social unity and without control of institutions, there is no possible path to follow," he said.

### Clash of Visions on Catalonia's Future

The divergence in narratives highlights a persistent gap between the Spanish government's push for institutional reconciliation and the independence movement's continued pursuit of self-determination. While Illa and Sánchez present the amnesty as a closing chapter on confrontation, Puigdemont and others view it as a tactical opening rather than a resolution. The Constitutional Court's confirmation of the amnesty law's constitutionality has not, therefore, translated into shared political expectations. Instead, it has underscored the ongoing tension between national cohesion and separatist ambition in Catalonia.
