A councillor from the PSC (Socialists’ Party of Catalonia) in Santa Susanna is being investigated by the Mossos d'Esquadra over a suspected link to a large-scale insurance fraud uncovered in Malgrat de Mar, [as Lavanguardia reported](https://www.lavanguardia.com/local/maresme/20261103/11674889/mossos-investigan-concejal-psc-santa-susanna-macroestafa-seguros-malgrat.html?ref=barna.news). Joaquín Garzón de la Granja, who is also the party’s mayoral candidate and a BBVA branch director in the Vallès Oriental, is the second person under scrutiny in a case affecting more than 70 people.

The investigation focuses on Garzón’s relationship with the main suspect, known only by the initials X.B., a former insurance agent now in pre-trial detention since Saturday 31st October. According to sources cited by Lavanguardia, the two had both a business and personal friendship. However, police have not ruled out that Garzón may have been another victim acting in good faith.

Garzón voluntarily presented himself to the Mossos after a fraud victim confronted him at his bank. He handed over his phone and computer for analysis and has maintained his innocence. In an email to Lavanguardia, he said he was surprised by the case and intends to defend himself:

> I will always defend my innocence and my surprise in this case

.

Professionally, Garzón has been suspended by BBVA, which revoked his corporate email and placed him on leave. He attended a council plenary on Monday 2nd November but appeared visibly distressed.

The fraud came to light in early October when a client discovered they had no valid insurance despite payments. It grew after the 4th October floods, when claimants found they lacked coverage. Victims include elderly clients who lost pension investments and bank funds. Police are still investigating and may make further arrests.
