## Lobbying Reform Defeated in Congress

On Wednesday 16 September 2026, the Spanish Congress rejected a decree-law that would have introduced the country's first comprehensive regulation of lobbying at the national level. The measure was defeated through votes against by the Partido Popular (PP), Junts and Vox. The proposed law aimed to increase transparency in political decision-making by requiring lobbyists to register, disclose their activities and adhere to ethical standards when influencing public policy. Civil society organisations including Civio, as well as international bodies such as GRECO, the OECD and the European Commission, have long urged Spain to implement such safeguards.

## Democratic Transparency at Stake

Civio, a non-profit dedicated to government transparency, called the rejection "a setback for democratic quality in Spain." The organisation noted that regulated lobbying systems are standard across most EU member states, and Spain's continued absence of rules undermines accountability. Without the law, there will be no legal obligation for individuals or groups seeking to influence legislation to declare their interests, clients or funding sources. Critics argue this enables backdoor influence and conflicts of interest.

Supporters of the bill, including the Socialist Party (PSOE) and Sumar coalition, had backed the decree-law during its parliamentary debate. Advocacy groups say they will continue pressuring lawmakers to prioritise transparency ahead of upcoming legislative sessions.
