Gerardo Pisarello, co-spokesperson for the Comuns and a Sumar MP, said at a press conference in Barcelona that his party is prepared to consider tax relief proposed by Junts and the Basque Nationalist Party (PNV) for landlords if it allows a planned [housing decree](https://barna.news/sumar-seeks-junts-backing-for-new/) to be approved.

For tenants in Barcelona whose rental contracts expire this year, the proposed decree is intended to extend those agreements, regulate seasonal and tourist-use lets, and prevent evictions linked to unpaid rent. Pisarello said almost four million people could benefit if the measure passes.

> “If listening to these measures is the condition for almost four million people not to be evicted and to remain in their homes, we will do it.”

According to [Europa Press](https://www.europapress.es/catalunya/noticia-pisarello-sumar-abre-escuchar-propuestas-junts-pnv-bonificaciones-fiscales-caseros-20260727115326.html?ref=barna.news), Pisarello said negotiations with the PSOE, Spain’s Socialist Workers’ Party, had been difficult while the decree was being prepared with the Spanish Government.

## Parliamentary support sought for tenancy measures

Pisarello said the decree must go to the Council of Ministers so that rental agreements due to end this year can be extended. He also identified regulation of seasonal rentals and tourist-use accommodation as parts of the package.

- Extension of rental contracts due to expire this year.
- Regulation of seasonal lets.
- Regulation of tourist-use rentals.
- Measures intended to prevent evictions for households unable to pay rent.

He said Junts and the PNV want to add tax incentives benefiting property owners, while the lack of a parliamentary majority means the parties must negotiate. Pisarello criticised large property owners and investment funds, which he identified as responsible for the housing problem.

> “The priority is families, stopping evictions, extending rentals and ensuring that four million people can benefit if this is approved.”

The decree has not yet been approved. Tenants with contracts ending this year would need the measure to pass for the proposed extension to apply.
