## Transfer Process Begins Thursday

The application period for the state-wide teacher transfer competition in Catalonia opens on Thursday 5th November 2026, affecting up to 20,500 civil servant teachers. According to figures from the Department of Education, as reported by ARA, this represents around one in four of the 85,000 teaching staff currently working in the region’s public schools and institutes. The biennial competition allows permanent teaching staff to apply for new positions across Spain, including changing schools within Catalonia or moving from other autonomous communities into Catalan classrooms. It also enables those with provisional appointments or who have recently completed their probationary phase to secure permanent placements.

## Forced Participation for 20,500 Staff

Around 20,500 teachers are required to take part in the process, either because they hold temporary posts or have not yet secured a permanent position through a previous competition. This is down from 35,000 mandatory participants in the 2024 competition, according to ARA. In addition to those who must apply, others with permanent roles may also enter the competition to request a move. The process also includes teachers from elsewhere in Spain seeking posts in Catalonia, and Catalan-based staff applying to work outside the region.

## Leaders Warn of Instability

Jordi Satorra, director of the Antoni Martí i Franquès Institute in Tarragona and president of AXIA, the Professional Association of Educational Leaders, warned that staff rotations could significantly disrupt some schools.

> The impact of the rotations can be totally different in one school compared to another. Some centres could see up to 60% of their teaching staff replaced.

He noted that schools already facing recruitment challenges, often those with higher complexity, could be hardest hit, making it difficult to maintain continuity in educational projects. Despite concerns, Satorra acknowledged the impact may be less severe than in previous years, as many teachers have already secured permanent roles.

## Clash Over School Autonomy

School directors are calling on the government to allow them to freeze more teaching positions and assign them based on specific school needs, a process known as 'perfilado'. This follows an agreement with unions CCOO and UGT that limited how many posts could be assigned at the discretion of school leadership. However, the teachers’ union Ustec, the largest in the sector, opposes this. It demands that all available teaching positions, whether profiled or not, be included in the open transfer competition.

> We want to end the harmful effects of the staffing decree. Job placements must always be based on seniority and merit.

The competition operates under the framework of Royal Decree 677/2024, published on 16th July 2024, which modifies the rules for state-wide teacher transfers under Organic Law 2/2006 on Education. Data from past competitions is published by Spain’s Ministry of Education in collaboration with regional authorities and is available via the official statistics portal [datasets.ai](https://datasets.ai/datasets/https-datos-gob-es-catalogo-eprmv0000000001?ref=barna.news).
