## New Control Programmes for Fish Safety

The Generalitat has approved three official control programmes for 2026–2030 to strengthen food safety, transparency, and sustainability in Catalonia’s fishing and aquaculture sectors. This follows findings that only 44% of fish traceability checks between 2021 and 2025 resulted in full compliance, according to the Departament d’Agricultura, Ramaderia, Pesca i Alimentació. In contrast, hygiene inspections have been largely successful: 98% of checks on extractive fishing passed, and 92.5% on aquaculture. The new measures aim to close the gap in traceability while maintaining high hygiene standards.

## Focus on Risk and Digital Tracking

The new control strategy will prioritise high-risk operators, based on their history and activities. Resources will be directed where failures could most impact public health and consumer confidence. The Direcció General de Política Marítima i Pesca Sostenible will coordinate, plan, and monitor inspections, with annual evaluations to improve effectiveness. Under the EU’s Common Fisheries Policy, the Programa de Control de la Traçabilitat Pesquera de Catalunya will require digital recording and transmission of data across the supply chain. This includes tracking from catch or farm to consumer, ensuring legal and sustainable sourcing.

### Expanded Data Requirements

- Unique identifier for each fishing trip or day
- Name and registration of producer or aquaculture unit
- Ship’s IMO number and capture certificate numbers for imports
- Reporting of catches below minimum conservation size
- Marketing standards for size and freshness, where applicable

Some data, such as the ship’s external identification number and supplier addresses, will no longer be mandatory. All information must be available digitally to authorities.

### Hygiene Inspections to Continue

For extractive fishing, inspections will focus on professional boats, auxiliary vessels, and shellfish gatherers, checking handling, storage, transport, and training records. Aquaculture farms, both marine and continental, will be reviewed for facilities, feeding, veterinary treatments, and health controls. These hygiene programmes form part of the National Plan for Official Control of the Food Chain (PNCOCA) 2026–2030, ensuring uniform enforcement.

> These programmes reflect our commitment to transparency, legality, and sustainability in the seafood sector, while adapting to new EU digital requirements.
