Superintendent Carles Hernández gave evidence on 22 September to Parliament's investigation committee on police infiltrations. For teachers and civil society groups organising demonstrations in Catalonia, his evidence sets out the Mossos leadership's position that officers may attend meetings as part of preventive policing aimed at maintaining security and public order. > “I do not apologise because what my officers have done is what laws such as the European Convention on Human Rights, the Constitution and the Statute grant them.” Hernández's position differs from that of Núria Parlon, Catalonia's Interior Minister, who had apologised to Parliament's Interior Committee over the operation. He also said he would not resign and was available to the force's chief commissioner, Sílvia Catà. --- ## Internal inquiry closed Hernández said the confidential internal information file opened into the two officers had been archived and that they had been notified on Monday, 21 September. He said the inquiry had found no breach of the legal order and no grounds for disciplinary or criminal responsibility. - Hernández described the officers' presence as a task of the Mossos' governmental policing function, rather than an infiltration or covert operation. - He said the operation might have been poorly planned and carried out, but maintained that it had a preventive purpose. - He said the officers did not use false identities to enter the assembly, but had to present themselves as teachers when leaving in order to protect their safety. The Mossos d'Esquadra are Catalonia's regional police force. Their General Information Commissariat is the unit responsible for intelligence and information work. ## Opposition parties seek audit Representatives of Junts, ERC, Comuns and CUP said they were shocked by the superintendent's evidence, according to El Món's report from the hearing. CUP MP Xavi Pellicer called for Hernández to be dismissed immediately and requested an internal audit of the intelligence division's protocols, working methods and information-gathering practices.
