The project will mobilise nearly €15 million in private investment at no cost to the municipal budget and is expected to generate a minimum direct income of €1 million for the council. This move brings the municipality to 158 social housing units currently in progress, fulfilling 76% of its Local Housing Plan 2024–2029 targets. ## Distribution Across Three Neighbourhoods The 86 homes will be distributed across three areas. In Montcada Centre, the old market building will be redeveloped to deliver 40 endowment housing units and a new public space. La Ribera will receive 40 affordable homes and 20 parking spaces, while Can Sant Joan will see 6 protected homes and 6 parking spaces. In Can Sant Joan, the former nursery school is set to be repurposed into a new community facility, providing additional public services. ## [Public Land](https://barna.news/barcelona-housing-co-ops-seek-public/), Long-Term Concession The land in the Rocamora and La Ribera areas will remain publicly owned through a 75-year public concession. This arrangement allows private developers to build and operate the homes while ensuring long-term public control over the land. The redevelopment of the Montcada Centre Market will include a participatory process to determine its future uses, transforming it into a new activity hub for residents. > "This project expands affordable housing and puts municipal assets at the service of citizens," said Nani López, President of the Economic Planning Area. Mayor Bartolo Egea highlighted the importance of the public-private model, noting that providing municipal land was key to making the project viable. ## Rent Levels and Allocation Criteria The homes will be classified as general regime protected housing, with regulated rents of approximately €600 per month for an average two-bedroom apartment. Allocation will be managed through the Applicant Registry, with priority given to residents of Montcada i Reixac. Extra scoring weight will be given to proposals that reserve units for applicants under 35 years of age, people with reduced mobility, and developments meeting high environmental sustainability standards. ## Tender and Construction Timeline The tender will be published shortly in the Boletín Oficial de la Provincia (BOP), the Generalitat’s Public Procurement Services Platform, and the Official Journal of the European Union (OJEU). Developers will have 30 working days to submit proposals.
