In a study published in June 2026, based on frontline clinician experiences, the organisation highlights a disconnect between political promises and daily reality. María José Miñano, president of SCPC-ACAPIR, and vice-president Jesús López stress that the current system fails to address mental health issues before they become severe. While acute cases, such as minors with serious disorders, are typically seen quickly at Child and Adolescent Mental Health Centres (CSMIJ), preventative and early intervention care remains critically underdeveloped. > "Many patients will become more serious if we don't do things right from the start." This quote, from Miñano, captures the core concern: resources are being diverted to intensive services for severe cases, while primary community support is depleted. The crisis care programme for child and adolescent crises functions effectively, but only because it sees fewer patients. However, this comes at the cost of overstretched CSMIJ teams, where clinicians may see up to eleven patients in a single morning. ## No Unified Map, No Clear Plan One major barrier to effective care is the lack of a comprehensive health map outlining public mental health resources across Catalonia. According to López, this is due to the fragmented nature of service provision: multiple external entities deliver care using different criteria, and even professionals struggle to track available support. "Not even the professionals themselves know all the resources available," López stated, noting that clinicians often create their own informal maps to coordinate care. The outsourcing model, the society argues, fosters competition rather than collaboration. Some provider organisations refuse to refer patients to programmes run by others, viewing them as competitors. This business logic, Miñano says, undermines integrated planning and weakens core services. --- ## Call for Real Planning and Accountability The society challenges the value of the recently approved National Mental Health Pact, calling it potentially irrelevant without concrete implementation. "I can also make a plan about the economy of Gambia," Miñano remarked, "but I don’t know if it will be relevant, applicable, or significant." She pointed out that even the planned increase in clinical psychologist positions will not cover upcoming retirements, and there is no reliable data on how many specialists are currently practising within each provider entity. To ensure quality care, the Generalitat should require provider organisations to report on continuity, specifically, how many visits a patient receives from the same clinician and how regularly. Frequent staff rotation, driven by burnout, disrupts therapeutic processes and fuels patient complaints. While public healthcare can respond effectively in acute phases, it fails to prevent escalation. The system, Miñano argues, must be honest: it cannot guarantee emotional well-being amid adverse social conditions. But where intervention is needed, early and sustained support must be prioritised. > "Sometimes feeling bad is part of life and does not require intervention."
