Junts has intensified its criticism of Barcelona mayor Jaume Collboni, citing the proliferation of homeless encampments along the city’s coastline as evidence of a failing social strategy. Party president and mayoral candidate Jordi Martí Galbis described the situation as a consequence of reactive governance, saying evictions without housing alternatives amount to “moving the problem to the next photo op”.

Many of those now camping near the Ronda del Litoral and beaches were displaced from earlier evictions in La Sagrera, Parc de l'Estació del Nord, and Zona Franca, according to Junts. The party argues that Collboni’s administration lacks both stable housing solutions and a coherent long-term plan. “A serious, individualized, and continuous social response is needed,” Martí Galbis said. “But Collboni's government has neither enough housing alternatives nor a stable strategy.”

## Evictions Linked to Safety Risks

In March 2026, 126 people were evacuated from two shantytown settlements near the Treball Digne bridge in La Sagrera following a fire risk assessment by the Barcelona Fire Department, which cited a “very serious and imminent” danger due to combustible materials and unsafe living conditions, including people sleeping in an electrical substation. The operation involved the Guardia Urbana and Mossos d'Esquadra, with municipal social services coordinating support on site.

Earlier that year, in February, the city partially cleared the largest informal settlement in Barcelona in the Zona Franca industrial estate, where around 200 to 250 people had been living in tents for nearly two years. The operation, led by the Guardia Urbana and supported by Mossos d'Esquadra and National Police, included social workers and cleaning crews. Municipal sources confirmed that some belongings were stored for later retrieval, but no alternative housing was immediately provided.

> "While Collboni was on vacation or taking photos, the city suffered fires, serious episodes of insecurity, climate shelters closed in the middle of a heatwave, settlements without a response, and residents abandoned by construction work.", Jordi Martí Galbis, Junts

## Language Enforcement Criticised

Jordi Martí Galbis also condemned the city council’s failure to inspect or sanction businesses violating Catalan language regulations. According to a formal response sent by the council to the Síndic de Greuges de Catalunya on 4 August 2026, the municipality “prioritises awareness and information” over inspections or sanctions. The report, triggered by a citizen complaint against 76 businesses, confirmed that no inspection campaigns have been launched and no sanctioning procedures initiated.

The council’s Office for Consumer Information (OMIC) has sent written reminders to the businesses about their legal obligations, but Junts, ERC, and CUP have accused Collboni of surrendering on linguistic policy. “Barcelona is the capital of Catalonia,” Martí Galbis said. “With Collboni, it acts as a capital for big events, but it stops acting as a capital when it comes to defending Catalan.”
