She accused the government of delivering only "minimums" and urged it to present a single, comprehensive reform as requested by the Tenants' Union. Belarra warned that without approval of the full package, protections will lapse, speculative buying will go unchecked, and 1.6 million tenants will lose potential savings. She also questioned the viability of the second decree, suggesting it may be treated as a "purple unicorn", symbolic but unrealisable. ### Government defends phased approach The government argues the split prevents total collapse of the reform, recalling a similar tactic used earlier this year when housing measures were embedded in a Ukraine war decree. First Vice President Carlos Cuerpo stressed that immediate action is needed: "If the measures are not approved, there is no social shield until 2030." The first decree includes tax incentives for landlords who reduce rents, deductions up to 100% under IRPF, and new rules requiring seasonal rentals to justify their temporary nature. Contracts must last over 31 days and not exceed 12 months without cause; repeated short-term lets may be reclassified as habitual rentals. It also bans investment funds from buying properties below 70% of market value until 2028, with exceptions for social housing and victims of gender violence.
