The Catalan Finance Institute (ICF), the public financial entity of the Generalitat, will begin distributing loan lines from Spain’s Official Credit Institute (ICO) in Catalonia following a new agreement signed between the two institutions on Thursday 5th November 2026.

This marks the first time the ICF has participated in ICO financing programmes, allowing Catalan businesses and self-employed workers to access public funding through the regional body. The agreement also enables joint financing of projects under the Spain Creix investment fund, aimed at continuing the momentum of the EU’s post-pandemic recovery programme.

## Expanded Access to Public Funding

Under the deal, the ICO will provide the capital and set lending conditions, while the ICF will assess project viability and assume the risk of default. The arrangement is designed to expand access to affordable credit for strategic investments in housing, green transition, and innovation.

From 1st January 2025 to 5th November 2026, ICO Mediation lines in Catalonia have already channelled €424 million through 1,418 operations, according to figures cited in the announcement.

> The agreement is not a starting point, but the consequence of a relationship of more than two decades with the ICF.

ICO sources stated the partnership reflects the national institute’s strategy to strengthen territorial presence and collaboration with regional economic actors. They stressed the agreement does not displace private banks, as the funds allocated to the ICF are additional to those available through private financial institutions.

## Support for Strategic Goals

The ICF aims to leverage the new role to help meet targets under the Generalitat’s 50,000 Housing Plan, a public initiative to expand affordable housing stock by 2030\. The bank already secures funding from the European Investment Bank (EIB), private lenders, and capital markets.

Separately, the ICO has signed a co-financing agreement with the Basque Finance Institute (IVF), though that arrangement focuses on equity-backed projects rather than loan mediation.
