## Housing Rivals Insecurity as Top City Problem

The Municipal Services Survey 2026, published this Wednesday by Barcelona City Council, reveals that access to housing has reached a historic high as a public concern, rising three percentage points to 23%. This places it just behind insecurity, cited by 23.8% of respondents, down from 27.7% in 2024\. Since 2022, when only 6.7% of Barcelonians identified housing as their main worry, concern has grown steadily. The survey, based on 6,000 face-to-face interviews conducted between February and May, shows housing is now nearly level with insecurity, a shift officials say underscores the urgency of policy action.

## Residents Prioritise Housing in Personal Lives

When asked about personal rather than city-wide issues, housing clearly dominates: 16.9% name it as their primary problem, compared to 12.5% for insecurity. Economic difficulties (9.3%) and poor working conditions or unemployment (7.3%) follow. Citizens’ top demands of the council reflect these concerns: improving security (15.1%), access to housing (14.8%), and cleanliness (10.3%).

> Housing conditions everything, opportunities, life projects. It’s evident this must be the priority policy.

Laia Bonet, First Deputy Mayor of Barcelona, stated that the results were not surprising and reaffirmed the municipal government’s commitment to housing as its leading policy focus during this term. She presented the survey findings at the Pati Llimona Civic Centre on Monday, 5 October, alongside Marta Isach, head of the Opinion Studies Department.

## District-by-District Differences

Insecurity remains the top perceived issue across most districts. Ciutat Vella stands out, with 44.2% citing it as the main problem, followed by Nou Barris (28.6%) and Sants (24.2%). Gràcia is the only district where housing is seen as the principal concern, while in Sarrià-Sant Gervasi, cleanliness ranks highest.

## Council Management Sees Highest Rating Since 2018

Despite persistent challenges, residents have rated municipal management at 6.5 out of 10, the highest score since the survey began in 1989, matching only the 2018 result and up from 6.4 in 2025\. Satisfaction with living in the city stands at 7.6, the best since 2019, while neighbourhood satisfaction reaches 7.9\. According to the [Barcelona Dades portal](https://portaldades.ajuntament.barcelona.cat/surveys/26001?ref=barna.news), which hosts the full Enquesta de Serveis Municipals 2026, Catalans continue to use Catalan less frequently: 33.6% report it as their usual language, down from 41.4% a decade ago. At regional and national levels, residents identify housing as Catalonia’s main issue (17.1%) and political matters as Spain’s (21.5%).
