The Gràcia District Council will hold its next plenary meeting on Tuesday 27th October 2026, with urgent debates on the aftermath of early October’s heavy rains, the housing crisis, and support for homeless residents.

Two separate initiatives will address the impact of the downpours. Junts per Barcelona has submitted a proposal calling for a report on damages and mobilised resources, reinforcement of sewer and drain cleaning, and identification of the most vulnerable areas. It also urges action on leaks and landslides, and the promotion of the Vallcarca rainwater tank project. ERC, meanwhile, proposes developing a diagnosis of flood-related incidents and establishing a preventive maintenance plan with a defined schedule of actions.

Housing remains a central concern. Barcelona en Comú (BComú) will push for the district working group on housing to be convened, eviction prevention services strengthened, and emergency accommodation expanded. The proposal calls for accelerating the acquisition of buildings for protected and cooperative housing, including the site at Travessera de Gràcia 156, and advancing the expropriation of a plot at Sant Antoni crossing (no. 1081).

Homelessness will be addressed through two differing approaches. The PP has proposed increased police presence and cleaning in areas such as Park Güell, the Antoni Puigvert gardens, and Carrer de Mossèn Batlle to discourage overnight tent use, while also calling for residential alternatives. ERC, in a separate request, asks for an updated census of homeless people and a diagnosis of encampments developed with input from social services and specialist organisations.

## Cleanliness and linguistic compliance in focus

The PP has also proposed an urgent plan to reinforce street cleaning and waste collection in Gràcia, including a review of bin placement with neighbourhood input. Junts has called on the district to strengthen inspections of shops and restaurants to ensure compliance with linguistic rights under Catalan language regulations.

## Sports, schools and accessibility

Both ERC and Junts are demanding clarity on the stalled sports hall project at Carrer de Sardenya 420, calling for the works to be unblocked and a clear schedule established. BComú has submitted a request related to ongoing works at Park Güell, urging the preservation of accessible routes, play and rest areas, and a temporary reduction in tourist entries during construction.

The party also reiterated its call to accelerate air conditioning installation in Gràcia’s 20 educational centres before 2028\. This follows the Barcelona City Council’s [Pla Clima Escola Barcelona](https://www.barcelona.cat/infobarcelona/en/tema/education-and-studies/thirty-new-schools-to-get-air-conditioning-this-year-with-the-pla-clima-escola-barcelona%5F1608083.html?ref=barna.news) initiative, which confirmed that Escola Pau Casals and Escola Mas Falcó in Gràcia are among 30 schools receiving aerothermal systems in 2026.

> Thirty publicly operated schools will get new aerothermal systems in 2026, coming in addition to the 54 that have already been transformed thanks to the Pla Clima Escola Barcelona.

The installations, funded by tourist tax revenue, aim to improve classroom air quality and temperature control while reducing indoor noise and pollution. The full rollout will benefit over 9,500 students and represents a municipal investment of €22.95 million.

## Languages and governance

ERC has also requested that the district government report on progress toward establishing the Sectoral Council for the Social Use of Catalan, aimed at promoting everyday use of the language in community settings.
