## Global platform for urban housing solutions

Today Thursday 5th November 2026, the CEO of Genivs Insulae, Santiago Mínguez, presented the company's affordable housing model at HOWS Barcelona – Housing World Summit, held as part of the Smart City Expo World Congress at Fira de Barcelona’s Gran Via venue. The event brings together over a hundred speakers to drive innovation in urban housing, focusing on land use, regulation, and social housing. Mínguez spoke on the panel 'How can we finance affordable housing when public budgets are never enough?', alongside representatives from the European Investment Bank, Barcelona City Council, the Institut Català de Finances, and Urban Partners, moderated by Francesc R. Martí.

## Public land as a catalyst for scale and affordability

Genivs uses long-term concessions, up to 75 years, on public land to eliminate land acquisition costs, directing all investment toward housing construction. This approach allows for greater capital efficiency, with an average investment of approximately €200,000 per home. "Every euro we don't spend on buying land (and, in our case, it's zero euros) can help build more homes," said Mínguez. "This is how we connect capital efficiency with what truly matters: that more families can access housing and build their future." The model targets a net internal rate of return (IRR) of 10–12% for investors, with rents regulated and indexed to the Consumer Price Index (CPI), ensuring long-term affordability and protection against inflation.

> Financial returns and social impact attract capital; capital allows us to scale; and scale allows us to multiply the impact we generate, which in turn attracts more investors.

## Funding momentum and project pipeline

Genivs is nearing the final stage of its fundraising, with €140 million already aligned toward a €250 million target. This includes a €70 million commitment from the ICO under the European InvestEU programme and an agreement with the Social Impact Fund (FIS), under the Ministry of Inclusion, Social Security and Migration, to invest up to €20 million. This FIS partnership, the largest to date under its Social Impact Housing programme, will support the development of 3,000 affordable rental homes for young people on public land. The fund has already secured 1,142 homes through projects in Málaga and Zaragoza, including 543 new units in Zaragoza’s Parque Goya neighbourhood, with construction expected to begin in the first half of 2027 and complete by mid-2029\. Rents will start at €9.99 per square metre, with monthly payments kept below €700\. Genivs is also pursuing additional projects in Madrid and Barcelona, with 900 more homes under consideration.

## Call for stable public housing pipelines

Mínguez called for the creation of a predictable portfolio of affordable housing projects on public land, with clear urban planning status and long-term concession terms. Such a pipeline would allow financiers and platforms like Genivs to act quickly and repeatedly, accelerating delivery for residents. Elena Rodríguez, Secretary General for Inclusion, highlighted the success of the public-private model: "A €50 million investment from the FIS has mobilised an additional €150 million, multiplying the reach of public resources so that more vulnerable or low-income people can access decent and affordable housing." Allied social entities Provivienda and Fundació Hàbitat3 are also participating in the congress, contributing to sessions on inclusive housing models across Europe.
