# Generalitat Launches Digital Twin for Barcelona's Roads

## Virtual Model to Cover 326km of Metropolitan Roads

The Catalan government, known as the Generalitat, has launched a €7.1 million digital twin project to create a real-time virtual replica of 326km of highways and roads in the Barcelona metropolitan area. The system, developed jointly by the Departments of Territory and Interior with the Catalan Traffic Service, aims to optimise traffic flow, anticipate incidents and enhance infrastructure planning across a network used by over 800,000 vehicles daily. Approximately 90,000 of these vehicles are heavy goods vehicles, accounting for 11% of total traffic. The digital twin will integrate data from traffic counters, vehicle sensors, CCTV cameras, mobile devices and connected vehicles, using artificial intelligence to simulate and predict traffic patterns.

## Preventive Management and Integrated Decision-Making

During a press conference, Interior Minister Núria Parlon described the digital twin as a "pioneering virtual replica" that will enable authorities to act both reactively and preventively. She stated it would improve decision-making by simulating scenarios such as accidents, breakdowns, roadworks or adverse weather before implementing real-world responses.

Sílvia Paneque, Minister of Territory, Housing and Ecological Transition and government spokesperson, called the initiative a "turning point" in road management. She stressed that the project unifies previously disconnected systems across scientific, engineering and computational disciplines into one cohesive digital environment.

## Smart Corridors and Long-Term Connectivity Goals

The project aligns with the National Pact for Safe and Sustainable Mobility, the Connected and Intelligent Roads Programme, and the RIS3CAT 2030 smart specialisation strategy. It follows a July 2026 government decision to allocate €66.3 million for road modernisation by 2030\. As part of the timeline, the Generalitat plans to soon tender works for two smart corridors on the C-31 and C-32 south, between Castelldefels and L'Hospitalet de Llobregat, covering 19km. These will include 19 roadside units (RSUs) and four air quality sensors to support future connected and autonomous mobility. The government aims to have 190km of connected roads under development by 2027\. The digital twin will support strategic, tactical and operational decision-making, drawing on lessons from Austria’s ASFINAG motorway authority, with which Catalan officials recently exchanged best practices on digital infrastructure and open-data platforms.
