## New IT Contract for Low-Emission Zones

The Metropolitan Transport Authority (ATM), the public body responsible for coordinating transport across the Barcelona metropolitan area, has awarded a contract to Estacionamientos y Servicios, S.A.U. (EYSA) to manage and improve the digital system for Low Emission Zones (ZBEs) outside the core metropolitan area. The contract, valued at €156,594.81 excluding VAT, was awarded two months after being tendered in early September 2026 and will take effect ahead of the 2028 rollout. This initiative supports the expansion of ZBEs to Catalan municipalities with more than 50,000 inhabitants, as well as those with over 20,000 inhabitants that exceed pollution limits. The ATM is coordinating this effort, building on its existing work with the Barcelona Metropolitan Area (AMB) and the Generalitat to harmonise technical requirements and signage.

## Software-Only Role with AI Integration

The contract focuses exclusively on cloud-hosted software and does not include the installation or maintenance of physical cameras, which remain the responsibility of individual municipalities. EYSA’s system will act as a digital 'brain', receiving, processing and analysing images from municipal cameras across up to 20 towns. The service will run for two years with a possible two-year extension, covering a maximum of four years. Key improvements include a requirement for optical character recognition (OCR) technology to achieve at least 97.5% accuracy in reading number plates, particularly under challenging conditions such as low light, rain or awkward angles. The current system operates at 94.2% accuracy, with 3.3% of vehicles not detected and 2.5% misread.

> The new system will reduce false positives and negatives by 60% using machine learning.

## Stronger Enforcement and Certification

A new certification system will ensure that evidence of infractions, such as unauthorised entries, is stored in tamper-proof, independently verifiable records. This includes the vehicle’s registration number, date and time of entry, and will help withstand appeals in administrative or judicial proceedings. Artificial Intelligence (AI) will also play a role in assessing exemption applications from drivers needing access to a ZBE despite owning a restricted vehicle. The system will cross-reference data with local access rules, speeding up processing and reducing errors, though final decisions will remain with authorised human operators. AI will additionally analyse video footage to monitor traffic intensity, vehicle types and average speeds, data vital for managing mobility beyond environmental compliance. Once operational in 2028, the system will allow a grace period of three working days after an unauthorised entry before issuing a formal sanction. During this time, drivers can register a valid authorisation. After the period ends, the system will cross-check with the central registry and generate an infraction report sent to the relevant municipality for formal notification.

## What it means for you

- **When:** The system will become operational in 2028.
- **Where:** In municipalities with over 50,000 inhabitants and those with over 20,000 inhabitants that exceed pollution limits outside the Barcelona Metropolitan Area.
- **Who is affected:** Drivers of vehicles with B environmental stickers in affected municipalities.
- **What to do:** Register a specific authorization within three working days of an improper entry to avoid a confirmed infraction.
