Speaking at the Catalan Parliament during the opening of the second session of the general policy debate, Junqueras stated the decrees were "parches" (patches) that addressed an emergency situation but did not tackle the root causes of Spain’s housing crisis. "By any limits imposed, if there is not a decided policy on housing construction, massive rehabilitation and effective public transport, housing policies will not work," Junqueras said. He stressed that a significant increase in housing supply was essential. Junqueras also criticised the approach taken by Salvador Illa, President of the Catalan government, arguing that Illa’s housing proposals lacked ambition and failed to support public sector workers such as teachers and medical staff. ## Rufián contradicts party leadership --- Gabriel Rufián, ERC’s parliamentary spokesperson in the Spanish Congress, contradicted Junqueras later the same day, refusing to confirm the party’s support. When questioned about Junqueras’s remarks, Rufián said he would read the decrees "to the last comma" before deciding ERC’s position, adding: "I don’t care whom I contradict." "Texts from the PSOE need to be seen against the light, just in case," he said, suggesting caution over the content of the legislation. Rufián did acknowledge that one of the two decrees, the one introducing automatic lease renewals, was "key" and included long-standing demands from ERC. He also criticised Junts for what he described as playing with people’s lives by opposing the measure. ## Decrees to be voted on Friday --- The two royal decree-laws, approved by the Spanish government on Tuesday 29 September, will be put to a vote in Congress on Friday 2 October 2026\. One focuses on rental protections, including compensation for tenants when landlords refuse to renew contracts. The second introduces automatic renewal of fixed-term tenancies under certain conditions. While ERC’s leadership has indicated support to mitigate the housing emergency, internal disagreement remains evident.
