- Description: ERC will ask Barcelona City Council to combine geological and water-table data in a digital map aimed at identifying ground most vulnerable to sinkholes before and during construction work.

ERC’s municipal group will ask Barcelona City Council’s next Ecology and Urban Planning Commission to create an updated digital map of the city’s subsoil, following the sinkhole caused by L9 metro works in Sant Gervasi.

For residents living near major excavation projects, the proposal would seek to identify vulnerable ground before work begins and monitor it while it is under way, rather than responding after damage occurs. The measure has not yet been approved by the municipal government.

> “Investment in mobility must continue in Barcelona, but without the fear or possibility of another sinkhole,” ERC spokesperson Jordi Castellana said.

## Combining geological and groundwater records

Castellana said the Ajuntament, Barcelona’s city council, already holds sufficient geological and hydrological information on the subsoil, but that the records are held separately and that some are decades old.

ERC wants those records brought together in one digital map to identify the areas it considers most exposed to ground failures. Its proposal also calls for surveying and monitoring protocols before and during building work.

The group will present the request at the next meeting of the Ecology and Urban Planning Commission. The source report does not give a date for that meeting.

## Further ERC proposals on fires and cooling

ERC will also propose an urban resilience plan for neighbourhoods beside Collserola, the mountain range on Barcelona’s western edge, after this summer’s fires.

The party will ask the government led by Mayor Jaume Collboni to repair climate-control systems in public housing before next summer. It will also call for every school to have climate control by 2028\. That 2028 target is ERC’s proposed demand, not a confirmed city commitment.

Barcelona City Council’s existing [Pla Clima Escola Barcelona](https://www.barcelona.cat/infobarcelona/en/tema/education-and-studies/work-gets-under-way-on-barcelonas-climate-control-plan-in-24-schools%5F1418886.html?ref=barna.news) began its first phase in 24 schools across eight districts in summer 2024, with €14.16 million from tourist-tax revenue. The council said its wider plan was to upgrade climate-control systems at 170 municipally operated schools over six years, with total investment of €100 million.

- The first phase included aerothermal systems and solar panels.
- Twenty-three of the first 24 schools were due to receive solar panels.
- The first-stage schools included CEE Municipal Vil·la Joana in Sarrià – Sant Gervasi and Escola La Llacuna del Poblenou in Sant Martí.
