## Amendment Links Debt Relief and Governance Shift

On Friday 02 October 2026, Republican Left of Catalonia (ERC) advanced a legislative amendment that would shift control of the Consorci de la Zona Franca de Barcelona (CZFB) to Catalan institutions. The move is tied to the ongoing processing of the law to write off part of Catalonia’s debt under the Autonomous Liquidity Fund (FLA). According to *La Vanguardia*, ERC has reached agreement with PSOE and Sumar to include the governance change within the FLA legislation. The amendment proposes that the Generalitat de Catalunya hold 40% of the consortium’s representation, with Barcelona City Council taking 15%. This would give Catalan institutions a combined 55% majority, leaving the remaining 45% under state control. The FLA debt relief itself is set to cancel €17.104 billion of Catalonia’s outstanding obligations to the Spanish government. ERC argues that linking this financial measure with institutional control strengthens Catalonia’s ability to direct its economic development.

## Longstanding Budget Agreement Clause

The proposed change fulfils a commitment from the previous budget deal between ERC and the national government. The CZFB manages a major industrial and logistics hub in Barcelona, with functions closely aligned to agencies under the Generalitat such as INCASÒL, ACCIÓ and CIMALSA. ERC contends that placing governance in Catalan hands will improve coordination and strategic alignment. The amendment must now progress through parliamentary debate in the Congress of Deputies. If approved, it will formalise a significant transfer of administrative authority over one of Catalonia’s key economic zones.
