The Generalitat will invite Vox and Aliança Catalana to a forthcoming round of talks on a national education pact, government spokesperson Sílvia Paneque said in Barcelona on Tuesday 15 September. The process is intended to address the education sector’s crisis, but no timetable has been set, leaving parents, pupils and school staff without a published date for the discussions.

Salvador Illa, president of the Generalitat, Catalonia’s government, is expected to begin contacting groups represented in the Catalan Parliament in the coming days. The government has not said whether Illa will attend the meetings himself.

> “The government prioritises agreements with groups that do not promote hate speech,” Paneque said, adding that Vox and Aliança Catalana had not attended previous calls of this kind.

## Government message differs from Dalmau’s earlier position

Paneque spoke after Albert Dalmau, the Generalitat’s Minister of the Presidency, had said earlier on Tuesday that including the two parties was not on the government’s roadmap. Speaking to TV3 in comments reported by Efe, Dalmau said they sought to “break the system from within” and focused on identifying problems rather than solving them.

Paneque said the government’s practice was to invite every parliamentary group, while maintaining that the executive’s priority was to reach agreements with parties that do not use hate speech. She said Illa wanted the contacts to start “as soon as possible”.

Vox described the government as “sectarian” following Dalmau’s comments, while its parliamentary spokesperson, Joan Garriga, repeated that the party did not intend to take part because its education model was incompatible with the government’s.
