# Collserola Closures Crush Local Restaurants

## Businesses Struggle Amid Extended Park Closure

Access to Collserola Natural Park has been restricted since 29 November 2025, when the Government of Catalonia imposed a total closure to leisure activities following the detection of African swine fever in wild boar, according to a Barcelona City Council notice. The closure, initially presented as exceptional, remains in place as of October 2026, devastating local businesses dependent on visitors. Commercial activity such as restaurants and the Tibidabo Amusement Park is permitted under special hygiene measures, and access to homes, schools, and public transport is guaranteed. Yet the absence of walkers, cyclists, and families has led to a collapse in trade. At Casa Trampa, a family-run restaurant in Vallvidrera, daily menus have dropped from 70–95 to 35–55 on weekdays. Manager Sílvia Baldellou, a third-generation owner, said one employee was let go in July to mitigate losses. "At another time, I would say this won't be the end of Casa Trampa, but I don't know how much longer we can hold on," she said.

## Community Support Can't Offset Losses

Local solidarity has helped some businesses survive, but it is not enough. The ice cream parlour Uaaala! in Vallvidrera, run by Lola Serrat for 11 years, closed in September due to plummeting footfall. "We are in too small a neighbourhood to live solely off residents. We need outsiders who come to walk," Serrat said. She has retained a connection to the area through a workshop project launched a year and a half ago. The kiosk-bar at Horta Labyrinth park, managed by Ana Maria Arias for a decade, has seen revenue drop by 90%. "They let me open the bar, but what's the point if the whole park is closed?" she asked. She now works only until midday, primarily for the benefit of municipal employees, and has accumulated nearly €50,000 in losses. Though the concession fee is suspended by Parcs i Jardins, self-employment and other taxes continue.

## Owners Criticise Inconsistent Policies

Restaurant owners highlight contradictions in enforcement. While the park remains closed, the Palau del Marquès d'Alfarràs, located within the complex, hosts exhibitions and weekend guided tours. Arias pointed out the irony: "Children are not allowed to play in the park to avoid infecting the sand with their feet, but people enter the Palace to see the exhibition, and the first thing they step on is the sand, without anyone disinfecting afterwards." The administration permitted film shoots in May, further frustrating business owners. "They open it for some things and not for others," said Elena Juanas, manager of Casa Juaco, a 45-year-old family business on the Horta–Cerdanyola road. Sundays once brought 150–200 hearty breakfasts; now they serve about fifteen. "Of the 100% of the revenue I used to make, I'm now making 10%," she said. The restaurant has reduced opening days to three per week to save on bills.

## Call for Reopening and Aid

In September, Agriculture Minister Òscar Ordeig announced plans for a "de-escalation" of restrictions by the end of the year, stating the African swine fever eradication plan was entering its final phase. However, he deemed it premature to lift measures immediately. ERC councillor Elisenda Alamany criticised the government for allowing the temporary closure to become de facto permanent. At a municipal plenary session on 25 September, ERC formally requested the reopening of the park. Mayor Jaume Collboni committed to reopening Collserola "as soon as possible" to reduce the impact on businesses and residents. For now, owners like Juanas wait: "I don't know if we'll last until January. We are being ruined because of this."

Despite the hardship, owners remain hopeful. "If I've managed to keep things going, it's thanks to the people," said Baldellou. "The community helps the community, because no one has come forward to help us."

## Current Access Rules

According to the Barcelona City Council, access to Collserola is restricted for leisure but allowed for homes, educational centres, public transport, and economic activities such as restaurants. However, in practice, customer numbers remain low due to public misinformation and fear of contagion. The Government of Catalonia maintains a double security perimeter: a 6 km strict zone around Cerdanyola del Vallès affecting 12 municipalities, and a 20 km zone affecting 64, including Barcelona. Parks closed under this measure include Horta Labyrinth, Castell de l’Oreneta, and Font del Racó.
