The plan matters for residents in neighbourhoods with ageing and substandard housing, where works such as lifts and thermal insulation can improve living conditions without requiring households to leave the city. Collboni put the proposed additional municipal budget at about €35 million a year. > “Our goal is to triple the number of homes undergoing rehabilitation from 2027\. The average has been 1,000 a year, and we will increase it to 3,000.” --- ## Projects planned for Ciutat Vella, Ciutat Meridiana and Besòs Collboni said the council wanted building rehabilitation to have the same priority as constructing new homes. He pointed to the renovation of an 11-home municipal block in Raval, acquired by the Ajuntament, Barcelona City Council, in late 2016 and renovated between 2022 and 2025. The homes were allocated in spring 2026 and the new tenants are due to move in this autumn, according to the mayor. He said rehabilitation work would be especially visible in three areas: - **Ciutat Vella**, including Raval, through a Catalan neighbourhood regeneration plan expected to focus on rehabilitation. - **Ciutat Meridiana**, where a second Catalan neighbourhood plan is planned, also with rehabilitation as its focus. - **Besòs**, where an urban regeneration scheme envisages renovating 4,000 homes over 10 years, with more than €400 million in investment shared with the Generalitat, Catalonia’s regional government. Collboni said each of the two neighbourhood plans for which Barcelona has applied is worth roughly €12 million to €14 million. --- ## Mayor links rehabilitation to housing affordability Collboni made the pledge while arguing that rent regulation and [new affordable homes](https://barna.news/16-new-affordable-homes-open-in-sarria/) were needed to help residents remain in Barcelona. He said average rents in the city exceed €1,100 a month. He also said the council had delivered 1,000 homes this year, compared with around 500 annually three years earlier, and expected to reach 1,200 next year. These figures refer to homes delivered by the council, while the renovation target concerns homes receiving rehabilitation works.
