He made the remarks during the presentation of the 'Future Lives' report at the Disseny Hub Barcelona. Collboni attributed the stabilisation to active regulation, including measures targeting speculative property funds. He cited the City Council’s acquisition of Casa Orsola as a key example of direct intervention to protect residents from eviction and convert homes into protected housing. Under the agreement detailed by the Barcelona City Council, the municipality and social housing organisation Hàbitat 3 jointly acquired the building in the Nova Esquerra de l’Eixample district for €9.2 million, around 30% below current market value. Hàbitat 3 holds 51% of the building and will manage all 26 flats under social criteria with affordable rents, while the City Council owns 49%. The city's broader Pla Viure strategy aims to guarantee access to decent, affordable housing through long-term measures, including rent regulation, ending tourist flat licences (expected to return over 10,000 flats to residential use by end-2028), and collaboration with regional bodies to increase protected housing production.
