## Legal action over unpaid social services

The cooperative Suara has initiated legal proceedings against Badalona City Council to recover payment for services provided at the Can Bofí Vell homeless shelter, which closed in April 2024\. After exhausting administrative negotiation channels, Suara confirmed it took judicial action due to the lack of a defined payment schedule. Suara managed the only municipally owned homeless shelter in Badalona until its closure. The municipal government, led by Mayor Xavier García Albiol, acknowledged the delay and stated it would resolve the matter. Council sources said the payment process has not progressed as quickly as needed but insisted the company will receive what it is owed for services actually delivered. The administration attributes the backlog to exceptional circumstances, including the eviction from the former B9 institute, which generated numerous legal and administrative tasks, and a surge in applications for social services following national regularization policies under the government of Pedro Sánchez. Additionally, the council says it is currently managing the Home Care Service directly, which has added pressure to administrative workflows. Officials noted that services had been operating without a valid contract since 2021, complicating formal payment processing.

## Political fallout and financial context

Guanyem, the municipal opposition group that revealed the lawsuit, linked the delay to broader mismanagement. Spokesperson Dolors Sabater, former mayor of Badalona, pointed out that a budget modification to cover Suara’s payment was approved in 2025, yet no payment has followed. The group also highlighted that the city holds a surplus of €442 million, though the council explains this results from debt corrections related to prior administrations and does not reflect available discretionary funds. Guanyem warned that pursuing payment through court could incur additional costs for local taxpayers.
