## €400 million for towns under 5,000 residents

The Government of Catalonia has presented the Pla de Pobles (Towns Plan), a €400 million initiative running until 2030 to support local development in municipalities with fewer than 5,000 inhabitants and regional capitals with fewer than 15,000 residents. The announcement was made on Monday 2nd November 2026 during an information session in Tortosa. The plan is structured into four calls for proposals, each worth €100 million, aimed at helping town councils improve municipal services, facilities, and infrastructure, particularly those with limited financial or technical capacity to carry out investment projects.

> With six or seven calls, it would be possible to cover practically all the towns that meet the program's requirements.

Xavier Amor, Secretary of Local Governments and Relations with Aran, said this expansion could eventually reach nearly all eligible towns across Catalonia.

## Up to 100% funding for local projects

Subsidies under the Pla de Pobles can cover up to 100% of project costs, depending on population size. A 15% reserve within each grant will fund project drafting and technical planning, helping smaller councils overcome staffing shortages. Maximum subsidy levels are set as follows:

- Towns up to 500 inhabitants: €500,000, fully funded (100%)
- 500–2,000 inhabitants: €1 million, fully funded (100%)
- 2,000–5,000 inhabitants: €2 million, 98% funded
- Regional capitals under 15,000: €6 million, 98% funded

Regional capitals in Terres de l’Ebre such as Gandesa and Móra d’Ebre fall within the highest funding bracket.

## Support for execution and long-term development

To assist municipalities lacking technical resources, the plan reserves 15% of each subsidy for hiring external personnel to manage project development and implementation. This aims to prevent understaffed councils from being unable to apply for or deliver funded actions. All approved projects must be completed within three years. The funding is compatible with other aid from provincial councils and other administrations, allowing towns to combine resources. Projects can focus on public space upgrades, housing, historical heritage conservation, economic development, and energy efficiency, including climate control in classrooms and educational centres, aligning with the regional Pla Clima (Climate Plan). Terres de l’Ebre is one of the regions with the highest potential uptake, as 41 municipalities, five decentralised municipal entities (EMDs), and two regional capitals meet the eligibility criteria. Local councils have already begun inquiring about the programme. The publication of formal regulations and upcoming technical sessions will help municipalities understand application conditions and prepare proposals. The Pla de Pobles aims to strengthen territorial balance and improve quality of life in smaller Catalan communities by ensuring they have the financial and technical support needed for long-term development.
