# Catalonia teachers challenge automatic C1 recognition

The secondary teachers’ union aspepc·sps is campaigning against the current route through which eligible pupils who complete 4th year of ESO, Catalonia’s compulsory secondary stage ending at about age 16, can obtain recognition of C1 Catalan, an advanced level on the Common European Framework of Reference scale.

The proposal affects pupils, families and prospective public-sector workers in Catalonia. The union says C1 is required for public-sector employment, including teaching posts, and wants a separate standardised B2 examination at the end of ESO instead. It says C1 should be available only after Batxillerat, the post-compulsory upper-secondary stage, to pupils who achieve at least 7 out of 10 in Catalan language and literature.

ARA reported that the union has opened a signature campaign and plans to submit the signatures to the Departments of Education and Linguistic Policy.

## Current C1 recognition route requires an application

The existing route is not a certificate handed over automatically on the final day of school. Under the [University of Barcelona’s summary of the applicable Catalan-language equivalency rules](https://www.ub.edu/sl/ca/fl/docs/equivalencies-c1.pdf?ref=barna.news), a person must meet all the listed schooling requirements and request a certificate from a public secondary school.

- They must have completed at least three years of primary school in Catalonia and all of ESO in Catalonia.
- They must have obtained the ESO qualification from the 2007–08 academic year onwards.
- They must have studied and passed Catalan language throughout the required years of schooling.

For pupils and former pupils who need formal proof of C1, the document says they should first contact the public secondary school where they studied. If the school cannot resolve the request, they can apply to the Generalitat for recognition of C1 through non-university schooling.

## Union seeks external assessment

Aspepc·sps argues that pupils’ spoken and written ability should be assessed through an external, approved and standardised test before they receive B2 recognition at the end of ESO. The union also calls for a curriculum reform that, it says, would make Catalan language and literature study sufficiently demanding at every educational stage.

The union has previously challenged additional language-qualification rules for teachers. In a [July 2023 sectoral statement](https://secundaria.info/docu/sectorial:sectorial21072023?ref=barna.news), it objected to a requirement described there for newly appointed teachers to prove C2 Catalan, a higher level than C1, and B2 in a foreign language.
