## Public Procurement Totals €10.14bn Nationally

Public procurement in Spain reached a total of €10.14 billion in the third quarter of 2026, with 30,844 contracts awarded across the country, according to a report by Informa D&B using its Avaldata tool. The data covers contracts awarded between 1st July and 30th September 2026, with an average of 335 contracts awarded daily and an average value of €328,800 per contract.

## Catalonia Absorbs 21% of National Spend

Catalonia ranked second nationally in awarded public funds, securing €2.1545 billion through 4,977 contracts, equivalent to 21% of the national total. This places the region behind only the Community of Madrid, which received €4.149 billion (41%), consolidating the Madrid-Catalonia axis as the core recipient of public spending. Together, Madrid and Catalonia absorbed 62% of all public procurement funds in Spain during the quarter, despite accounting for only 43% of the total number of contracts.

## Higher Average Value per Contract in Catalonia

Contracts awarded in Catalonia had a higher average value than the national average. While the national average stood at €328,800 per contract, the average in Catalonia was €432,900 per project, reflecting the scale and value of public works undertaken in the region. The regional business landscape contributed three of the fifteen largest firms awarded contracts across Spain, part of a select group that secured 17% of all national tenders.

## Construction Leads Public Spending

The construction sector dominated public spending, receiving €3.3 billion (32.5% of the national total), far ahead of other sectors. This focus on civil infrastructure was consistent across 16 of Spain’s 19 autonomous communities. Commerce and distribution received €1.317 billion, while health and social services were allocated €849 million.

## Large Firms Capture Majority of Funds

Large corporations received 68.5% of total awarded capital (€6.941 billion), with small and medium enterprises (SMEs) and micro-enterprises capturing the remaining 31.5%. Although SMEs secured more than half of all contracts (53%), the average award to small firms with under €5 million in revenue was €121,600, compared to €1.22 million for multinationals with annual revenues over €500 million.

> "Companies from three communities (Madrid, Catalonia and Andalusia) account for nearly three quarters of the capital assigned in public awards in the third quarter of the year,"

, Nacho Pérez-Muñoz, general director of DAIL Software, as cited in the Informa D&B report. Andalusia ranked third with €1.0635 billion (10.5%), followed by Galicia (€640 million, 6%) and the Valencian Community (€503 million, 5%).
