# Catalonia pledges €30m for municipal homelessness aid

The Catalan government will allocate €30 million to municipalities to tackle homelessness, Social Rights and Inclusion Minister Raúl Moreno announced on Friday, 18 September. The sum is double the current allocation and is intended to add to existing Generalitat funding for councils supporting people living on the streets.

For residents sleeping rough, in settlements or unable to afford housing, the funding announcement matters because local councils are responsible for much of the frontline response. Barcelona City Council said it spends €50 million a year, equivalent to about €1 million a week, on homelessness, while councils and social organisations said the new Generalitat allocation is not enough.

Moreno made the announcement after the Institutional Roundtable for Addressing Homelessness at the Can Batlló complex in Barcelona. He said the Generalitat has strengthened work with local authorities by adding 115 professionals and reaching 70 basic social-services areas.

## Ombudswoman seeks stable funding and 35-point agreement

Esther Giménez-Salinas, the Síndic de Greuges de Catalunya, Catalonia's public ombudswoman, presented a proposed national agreement containing 35 measures. It sets a target of ending street homelessness, informal settlements and shantytowns by 2035.

She called for stable annual funding equivalent to around 0.15% of the Generalitat budget, which she put at a minimum of €73 million. Xavier Trabado, president of the Taula del Tercer Sector Social de Catalunya, which represents third-sector social organisations, said €100 million would be needed to give every municipality the capacity to respond.

Figures collected by the ombudswoman in 2025 from municipalities with more than 20,000 residents and the Barcelona Metropolitan Area recorded 6,724 people living on the streets across Catalonia. Of those, 2,400 were living in settlements.

### Proposed minimum services and council plans

- By the end of 2027, the Generalitat would establish compulsory minimum services, including meal services, showers, day centres, overnight shelters and street outreach teams.
- Municipalities would have to prepare local intervention plans before the first half of 2028.
- The agreement proposes ensuring that people sleeping rough can register on the local population register, which is needed to access public services and exercise legal rights.

The proposal also seeks to stop people being forced to move to neighbouring municipalities because their local council lacks services. The ombudswoman's data found that 46% of municipalities have no meal service and 28% do not provide showers.

The document has been given to the institutions and third-sector organisations at Friday's roundtable. Giménez-Salinas expects their response before 23 October, when a further meeting is scheduled.
