For residents of older or deteriorating homes, particularly in economically vulnerable neighbourhoods, the programme is intended to provide future renovation grants, public loans and technical support. The scheme is due to be approved by the Executive Council, the Catalan Government’s cabinet, on Tuesday 22 September. Sílvia Paneque, the Minister for Territory, Housing and Ecological Transition, presented the plan alongside Ester Capella, spokesperson for the ERC parliamentary group. The programme forms part of a budget agreement reached by the Catalan Government and ERC in May. ## Funding for grants, loans and local support The annual budget is expected to include €190 million from the Generalitat, Catalonia’s devolved government, and €65 million from the Institut Català de Finances (ICF), the Catalan public finance institute. The Catalan Housing Agency (AHC), the public body responsible for housing policy and support, will manage multi-year calls for aid. The Government said the scheme will operate across Catalonia, with priority for areas facing greater social and economic disadvantage, historic town centres and rural municipalities. - €75 million for work in the most vulnerable neighbourhoods and buildings; - support for renovation of residential properties; - public financing through loans; - purchase of homes, including empty, unused or unfinished properties; - support offices to help residents, owners’ associations and local bodies; and - improved data and assessments of the condition of Catalonia’s housing stock. --- ## Older homes are the programme’s central target Paneque said Catalonia has about four million homes, with 60% built before 1980\. The Government estimates that ageing housing and progressive deterioration threaten living conditions in roughly a quarter of homes more than 45 years old, equivalent to about 560,000 properties. > “The new Regenera Programme provides answers to a need that goes beyond housing renovation. It is an instrument for investing in social housing,” Paneque said. The plan also aims to increase the supply of social housing by bringing vacant or disused homes into use and completing unfinished buildings. In rural areas, it is intended to give councils a stronger role in identifying and managing homes that could help residents find housing locally. Capella said the agreement was designed to prevent empty, degraded or unfinished homes remaining unused while people struggle to find somewhere to live.
